New disclosures under the US Foreign Agents Registration Act (FARA) have revealed that Pakistan carried out an extensive lobbying and outreach campaign in Washington during the escalation period of Operation Sindoor.

The filings were submitted by a Washington-based government relations firm working on behalf of the Pakistan Embassy.

According to the documents, the lobbying effort intensified immediately after India launched Operation Sindoor following the April 22 terror attack in Kashmir. The filings record hundreds of communications, including emails, phone calls and meetings with US lawmakers and officials between May 6 and May 9.

The outreach reportedly involved members of Congress, Senate offices, defence advisers and Treasury-linked officials, focusing on US–India relations and regional tensions.

The filings show scheduled and attempted contacts with senior political offices, including leadership figures in the House and Senate. Discussions reportedly covered regional security developments, defence coordination and diplomatic positioning during the escalation.

Entries also reference meetings and calls linked to congressional staff, defence committees and foreign policy advisers.

Defence and finance-linked discussions

The lobbying activity was not limited to general diplomacy. The documents indicate engagement on defence matters, financial policy discussions and references to international monitoring bodies such as the Financial Action Task Force (FATF).

There were also mentions of outreach to Treasury-related officials dealing with financial intelligence and terrorism financing issues.

The disclosures come amid competing claims over how hostilities were de-escalated. Pakistani military leadership has suggested that India sought US mediation during the conflict, while Indian officials maintain that the ceasefire followed direct military-level communication between the two sides.

The Indian government has also clarified that Operation Sindoor remains part of its broader counter-terror strategy despite the end of the immediate kinetic phase.

The FARA filings have added a new dimension to ongoing India–Pakistan tensions, highlighting behind-the-scenes diplomatic and lobbying efforts in Washington during a sensitive military escalation period.
