Kerala is planning to hold a convention for higher education ministers on February 20, in opposition to the University Grants Commission (UGC) draft guidelines. The state’s Education Minister, Dr R Bindu, has extended invitations to like-minded states to join the event as part of a collective stance against the controversial guidelines.

Earlier, Karnataka and Tamil Nadu had announced plans to organise a conclave of higher education ministers in Bengaluru to discuss the draft UGC regulations, which are currently open for public consultation. Kerala’s decision to host a similar event comes as part of a broader regional push to challenge the proposed changes to the higher education system.

Minister criticises UGC guidelines

Dr R Bindu has strongly criticised the draft guidelines, calling them a threat to the federal principles enshrined in India’s constitution. She stated, “The draft UGC guidelines are intended to sabotage the existing federal principles in our constitution. We are determined to fight against such policies…”

Before the Kerala convention, Dr R Bindu will attend a meeting in Karnataka on 5 February, where state education ministers will gather to discuss their collective concerns over the draft guidelines.
