Kochi: Kerala Chief Minister Pinarayi Vijayan has accused the Centre and the University Grants Commission (UGC) of attempting to destabilise the state's higher education system through the latest UGC draft regulations. He claimed these regulations threaten the autonomy of state universities, which are protected by laws enacted by elected legislative assemblies.
In his speech at the international conclave on next-generation higher education, organized by the Kerala Higher Education Department, the CM emphasised that while the state has no issue with setting minimum qualifications for teachers or similar matters, it opposes the UGC's overreach. "The UGC overstepping its boundaries in this way is unacceptable," the CM stated, pointing out that most state universities are funded by state resources with minimal contributions from the Centre.

CM Pinarayi Vijayan expressed his concerns about the Union Government and UGC’s actions, accusing them of trying to destabilise state-run educational institutions. He warned that such efforts could weaken the public university system and lead to the rise of private educational institutions. "These actions could lead to the collapse of a publicly funded higher education system that is efficient," he said.
The Kerala CM's remarks came in response to the release of the 'Draft UGC Regulations 2025', which he believes undermine the rights of state governments to appoint Vice Chancellors. The draft guidelines, issued by the Union Education Ministry, are aimed at giving universities more flexibility in appointing and promoting academic staff.

Despite these challenges, the CM also highlighted Kerala's achievements in higher education, including several significant structural changes. He reiterated the state's commitment to transforming Kerala into a higher education hub, even amid financial constraints. The CM emphasised that the government continues to protect funds allocated for higher education.
The CM’s criticism of the UGC regulations marks an ongoing dispute over the autonomy of state universities and the role of the central government in shaping education policies.
