The transfer process for Higher Secondary Principals in Kerala, which normally begins with applications in March–April and concludes by June, has not yet started this year, even as the academic year is approaching its end.

Last year, the process was similarly delayed, with applications called late in October and transfers completed in December.

From this year, the state had planned to conduct principal transfers online. However, the process faced delays due to the need to create special rules. These rules were eventually published in November after pressure from teacher unions, but no further action has been taken. According to unofficial sources the rules were sent to unions for feedback, contributing to the delay.

In previous years, principal transfers were reportedly influenced by political and administrative connections, with complaints that even junior officials could secure transfers at will, ignoring seniority. The online transfer system was introduced to ensure transparency and fairness. However, there are growing concerns that this year’s transfers are also being delayed.

Typically, teacher promotions to principal positions depend on the completion of existing principal transfers. The delay means that eligible teachers may lose a year of promotion opportunities. Current principals are also concerned that if they are promoted preemptively, the number of applicants for transfers will surge, potentially creating further administrative challenges.
