
Cheruthoni (Idukki): The Idukki District collector refused to issue a No Objection Certificate (NOC) for allowing the construction of the CPM area committee office in Santhanpara. The collector rejected permission to construct a four-storey building for non-residential purposes by citing that it violated the Land Registry Act of 1964. Furthermore, an order was also issued to reclaim 48 square metres of land illegally used for road construction in the area.
Construction of the CPM office began on 8-cents of land owned by district secretary C.V. Varghese. The revenue department and the panchayat issued a stop memo after the construction started without obtaining NOC in the prohibited area. In August, the High Court intervened and halted construction works. However, the work continued despite the stop memo.
With CPM leader V.N Mohanan becoming a party in the case of the high-range plantation labourers union, the collector was instructed to conduct an inspection and make a decision regarding the construction. It was also directed that the NOC should be issued if the documents are satisfactory, irrespective of the fact that works were previously carried out without permission.
The survey department's inspection discovered that 12 square metres of land were held without a 'patta' (land right document), and 48 square metres of land assigned for the road were illegally occupied during construction.
As per the contract, a 4000-square-foot building on four floors will be built on the land. The order states that the construction of the office building is in violation of the Kerala Panchayat Building rules and the Land Preservation Act 1957.
