The designation placed him among senior ISIS-linked figures accused of supporting the group’s global operations network.

A senior Islamic State figure, Abu-Bilal al-Minuki, has been reported as killed in an operation involving US and Nigerian forces. The claim was made by US President Donald Trump, who said the mission targeted one of the group’s most active senior operatives. Nigerian authorities were thanked by the US for their cooperation in the operation.
The reported strike comes amid ongoing Western military support to Nigeria, including surveillance drones and around 200 US personnel providing training and intelligence assistance against Islamic State and al-Qaeda linked networks in West Africa. Nigeria has previously rejected allegations of religious bias, stating its security operations target armed groups attacking civilians across communities.
Identity, aliases and global designation
Abu-Bilal al-Minuki is also identified in other records as Abu Bakr ibn Muhammad ibn Ali al-Mainuki. He is a Nigerian national and was designated in 2023 by the US as a Specially Designated Global Terrorist under sanctions linked to Executive Order 13224.
The designation placed him among senior ISIS-linked figures accused of supporting the group’s global operations network. Under US policy, such listings are used to restrict financial access and block transactions involving designated individuals.
Role in ISIS networks across Africa
Reports describe al-Minuki as a senior ISIS operative linked to activity in the Sahel region, a vast belt stretching across West and Central Africa. He was believed to operate mainly within this region’s militant landscape, which spans several countries including Mali, Niger, Nigeria, Chad and others.
He is also reported to have held a senior command position in Islamic State West Africa Province (ISWAP). Within ISIS’s structure, he was linked to the General Directorate of Provinces, a system used to coordinate regional branches.
He was associated with the Lake Chad operational area, which has been a focal point for ISIS-linked insurgent activity in West Africa.
Allegations linked to operations and funding
US and international assessments have linked al-Minuki to coordination roles involving communications, strategic direction and financing support for ISIS-linked networks in Africa.
The 2023 US designation statement described ISIS as maintaining global funding channels and relying on regional offices to manage operations and financial flows. Al-Minuki was listed among individuals believed to contribute to these structures, including links to offices responsible for oversight across multiple regions.
These designations are used by US authorities to freeze assets under jurisdiction and limit access to international financial systems.
US and regional counter-terror framework
The reported operation fits into wider US-Nigeria security cooperation targeting ISIS and al-Qaeda linked groups in West Africa. Earlier US military activity included air strikes against ISIS-linked militants in Nigeria, followed by expanded drone surveillance and advisory deployments.
The US has continued joint efforts with Nigerian forces focused on intelligence sharing and training support. Nigeria maintains that its counter-terror operations are directed at armed groups across religious and ethnic lines, rejecting claims of selective targeting.
