Thiruvananthapuram: The Kerala government on Friday unveiled a comprehensive roadmap focused on higher education, investments, healthcare, research and welfare, aiming to transform the state into a global knowledge and innovation hub while also expanding social security measures and employment opportunities.
Presenting the 2026–27 State Budget in the Assembly, Kerala Chief Minister VD Satheesan announced that Kerala will be developed into a “Knowledge Valley”, with the objective of making the state a preferred destination for higher education.

The government plans to introduce special legislation to attract leading foreign universities and promote collaborations with premier institutions, ensuring students can access world-class education within the state. Amendments will also be made to the Private University Bill to support this initiative, for which Rs 100 crore has been allocated.
To boost investments, a data-driven “Invest Kerala” cell and an Investment Advisory Council will be established to facilitate industrial growth and attract investors. The government has also proposed the launch of 10,000 Micro, Small and Medium Enterprises (MSMEs) across the state.
In the employment sector, the government announced the establishment of a Global Job Watch Tower aimed at improving job opportunities and strengthening labour market planning.
In healthcare, the government launched the "One Kerala Care Mission", under which eligible beneficiaries suffering from illnesses will receive assistance. A dedicated Department for Senior Citizens has also been allocated Rs 10 crore for its functioning.
To strengthen the healthcare support system, caregiver certificate courses will be introduced in hospitals, creating new skill development and employment opportunities in the care sector.
Recognising emerging technology opportunities, Kerala will extend support to private startups in the space sector with an allocation of Rs 5 crore. A Research Park will also be established by bringing together leading research and industrial institutions from across the country.
For infrastructure development, Rs 200 crore has been earmarked for an Aviation Logistics Hub, while Rs 50 crore has been allocated for the Wayanad Tribal University.
The government also plans to formulate a comprehensive land management policy and establish a Land Bank under the “Land Reforms 2.0” initiative, with existing land laws set to be updated to meet contemporary requirements.
Additionally, the government announced the establishment of an International Maritime Museum and a Global Convention Centre at Kochi Airport to further strengthen Keralam’s tourism and business ecosystem.

Taxes and Fees
The new government is unlikely to impose additional tax burdens on the public in its first Budget. Previous increases in fuel cess and the fair value of land had triggered widespread criticism and public protests across the state. As a result, there is a broad expectation that the Budget will avoid introducing new taxes or cesses that directly impact ordinary citizens, especially amid concerns over inflation and the rising cost of living.

Key expectations: Coastal protection
Scientific coastal protection measures may be introduced for Thiruvananthapuram. Long-term coastal defence systems could replace temporary seawalls to tackle coastal erosion more effectively.

The government is expected to accelerate the digitalisation of administrative processes. Measures may be announced to reduce delays in file processing and improve service delivery. An AI-powered public portal may be launched to help citizens track welfare applications, public grievances and government spending.
Key expectations: Healthcare
Kozhikode may be developed as a major healthcare hub. Incentives could be announced to attract pharmaceutical and IT companies to the region. The Budget may allocate land and funds for the proposed AIIMS project promised by the Centre.
Key expectations: Government employees and pensioners
The timely disbursal of pending welfare pension arrears remains a key demand of pensioners. A substantial amount is currently outstanding under this category. The Budget is expected to allocate funds to clear these arrears, either fully or in phases. There is also speculation that the government may announce a modest increase in welfare pension payments to provide relief amid rising living costs. Meanwhile, it is highly unlikely government will consider increasing the pension age.
Key expectations: Tackling inflation and rising living costs
Rising prices remain one of the biggest challenges facing Kerala. The state is among those with the highest inflation rates in the country. The conflict in West Asia and the surge in crude oil prices have contributed to an increase in the cost of fuel and essential commodities. Controlling inflation is expected to be one of the government's key priorities in the Budget. To help curb the rising prices of everyday essentials, the government may announce additional subsidies and financial support for public distribution agencies such as Supplyco.
'Almost a Miracle': Satheesan on funding Kerala's development plans
Satheesan said the UDF government faces the daunting task of finding an additional Rs 20,500 crore to implement projects worth around Rs 35,000 crore proposed in the previous Budget. Describing the challenge as "almost a miracle", he said the state is operating under severe financial constraints and will need to mobilise substantial resources to fund development projects while fulfilling its commitments.
