Thiruvananthapuram: The Enforcement Directorate (ED) had summoned Kerala Chief Minister Pinarayi Vijayan’s son, Vivek Kiran, for questioning in 2023 in connection with the Lavalin case, according to Mathrubhumi News.

The summons was issued to Vijayan’s son after receiving information that Dileep Rahulan, former director of Lavalin, had funded his education, according to the ED. The agency also received statements suggesting Vijayan and his son received funds from Dileep Rahulan, as recorded in the Enforcement Case Information Report (ECIR).

Earlier, media reports emerged that ED summoned Vivek Kiran in February 2023 in the Life Mission case, which involved alleged irregularities in the construction of flood-relief apartments in Wadakkancherry, Thrissur.

The ECIR notes that the ED registered the case in 2020 under the Prevention of Money Laundering Act (PMLA) in connection with the SNC Lavalin case. Dileep Rahulan is alleged to have followed a pattern of providing funds to officials and political leaders to influence decisions according to his and his company’s interests.

According to the ED, Rahulan paid large sums to G. Karthikeyan, then the state’s Power Minister, in 1995, and subsequently in 1996 to Pinarayi Vijayan. Most importantly, the ECIR also records that Rahulan spent a substantial amount on Vivek Kiran’s education in the UK.

The ED issued the summons to Vivek Kiran to cross-check these statements and collect related information. However, no further action followed the summons. Reports indicate that he did not appear at the ED office, and no other proceedings were initiated under this summons.

The summons was issued by then ED Assistant Director P K Anand, in Kochi. The Life Mission project involves the construction of apartments in Wadakkancherry, Thrissur, funded by the UAE Red Crescent for families affected by the 2018 Kerala floods.

It was alleged in the ED's case that Unitac Builders, which undertook the project, paid a commission of Rs 4.5 crore to middlemen, including state representatives.

M Sivasankar, former principal secretary to the CM, was earlier arrested in connection with the case.
