New Delhi: Prime Minister Narendra Modi will inaugurate Kartavya Bhavan, the first completed building of the Common Central Secretariat (CCS), on Wednesday at 6.30 pm, marking a key milestone in the government’s ambitious Central Vista redevelopment project, Union Housing and Urban Affairs Minister Manohar Lal Khattar announced on Tuesday.

The inauguration will be followed by a public address by the Prime Minister on Kartavya Path, signalling the government’s intent to modernise and consolidate administrative infrastructure in the heart of the capital.

What is Kartavya Bhavan?

Kartavya Bhavan-03 is part of a larger vision to create a unified and efficient administrative ecosystem. Designed to house multiple central ministries, the building aims to streamline governance by bringing various departments under one roof. It is the first of ten buildings planned under the Common Central Secretariat (CCS), a cornerstone of the Central Vista revamp.

According to Khattar, all ten CCS buildings are slated for completion within the next 22 months, with construction work moving ahead in phases.

A major shift for government ministries

Several key ministries currently operating from older government buildings like Shastri Bhavan, Krishi Bhavan, Nirman Bhavan, and Udyog Bhavan will be temporarily relocated to Kasturba Gandhi Marg, Minto Road, and Netaji Palace over the next two years. The Ministry of Housing and Urban Affairs has already begun shifting to its new location on Kasturba Gandhi Marg, Khattar confirmed.

To make way for the new CCS structures, a tender for the demolition of the four existing bhavans will be issued within two months, with construction of the remaining CCS buildings scheduled to start by December.

Buildings 1 & 2: Nearing completion, expected by next month

Building 10: Scheduled for completion by April 2026

Buildings 6 & 7: Targeted for completion by October 2026

The entire CCS complex will be interconnected and designed to improve coordination between ministries, according to HUA Secretary Katikithala Srinivas.

New metro line to boost connectivity

To ensure seamless access, a new metro corridor will connect Indraprastha Metro Station to the entire Central Vista zone, including the CCS complex, North Block, and South Block. This is expected to significantly reduce travel time for officials and improve intra-government connectivity.

The Prime Minister’s Office stated that bringing ministries closer together will accelerate policy execution, enhance coordination, and eliminate administrative delays caused by scattered offices.
