India's ₹80,000-crore HRRL refinery in Rajasthan, inaugurated by PM Narendra Modi, is set to boost energy security, increase refining capacity, create jobs and strengthen the country's push for energy self-reliance.

India took a major step towards strengthening its energy security on Saturday with the inauguration of the HPCL Rajasthan Refinery Limited (HRRL) integrated refinery-cum-petrochemical complex at Pachpadra in Rajasthan, a project expected to enhance domestic fuel production, support industrial growth and reduce vulnerabilities in global energy supply chains.
Dedicated to the nation by Prime Minister Narendra Modi, the ₹80,000-crore facility is among the most technologically advanced refineries in the country and is designed to process 9 million metric tonnes of crude oil annually.
At a time when global energy markets remain vulnerable to geopolitical tensions and supply disruptions, the new refinery is expected to play a critical role in ensuring stable fuel availability for India. The project will not only increase the country's refining capacity but also strengthen its ability to meet growing energy demand through domestic processing infrastructure.
Union Petroleum and Natural Gas Minister Hardeep Singh Puri said the refinery represents a significant addition to India's energy ecosystem and will contribute to the country's long-term goal of becoming more self-reliant in the energy sector.
The refinery has been built with the flexibility to process both imported crude oil and crude produced within India, allowing operators to adapt to changing market conditions and optimise sourcing strategies.
One of the defining features of the Pachpadra complex is its high technological capability.
According to Puri, the refinery has a Nelson Complexity Index (NCI) of 17, a global benchmark used to measure the sophistication and processing capability of refineries. A higher score indicates greater flexibility in converting crude oil into high-value petroleum products.
With an NCI of 17 on a scale that generally ranges up to 20, the facility ranks among the top tier of refineries globally, enabling efficient production of fuels and petrochemical products while maximising value from every barrel of crude processed.
Major boost for Rajasthan's economy
Beyond fuel production, the refinery is expected to become a key economic driver for Rajasthan.
The project is likely to generate direct and indirect employment, encourage the growth of ancillary industries and attract further investments into the region.
The development is expected to have a long-term impact on economic activity in western Rajasthan, particularly in areas that have traditionally seen lower levels of industrialisation.
Massive infrastructure built around the project
The refinery's commissioning was supported by the creation of extensive supporting infrastructure.
A dedicated crude oil pipeline stretching nearly 490 kilometres has been laid from Mundra to transport imported crude to the facility. Another pipeline connects the refinery to the Mangala oil fields, enabling the supply of locally produced crude.
To meet the plant's water requirements, a separate pipeline network spanning about 230 kilometres has been established to bring water from the Nachna reservoir.
These infrastructure investments are expected to improve industrial connectivity in the region and support future development initiatives.
Strengthening India's fuel supply network
Puri also highlighted India's ability to maintain uninterrupted fuel supplies during periods of global uncertainty, noting that the country's refining sector played a crucial role in avoiding shortages.
He said domestic refining capacity helped ensure continuous operation of fuel distribution networks across the country, while refineries increased LPG production significantly during periods of heightened demand.
The addition of the HRRL refinery is expected to further reinforce India's fuel security framework by expanding refining capacity and improving the country's resilience against external supply shocks.
