New Delhi: The National Human Rights Commission (NHRC) has issued notices to the district magistrate and the deputy commissioner of police for central Delhi after a Class 10 student “committed suicide” allegedly following sustained mental harassment and discriminatory treatment by teachers at a reputed Delhi school, according to the Commission’s proceedings.

The NHRC has directed that the allegations detailed in the complaint be formally examined and has sought an action-taken report within 10 days.

An FIR under charges of abetment to suicide was registered on Wednesday, a day after the student allegedly jumped from Rajendra Place Metro Station and died.

According to the NHRC’s account of the case, the complainant alleged that the student took the extreme step due to “continuous mental harassment and discriminatory treatment by teachers of a reputed school in Lutyens’ Delhi”. Several teachers, including the principal, allegedly “mocked, humiliated, and threatened” the student, creating an “environment of fear and trauma”.

The complainant further claimed that former students and parents had shared similar experiences of “mental harassment, segregation, negative comparisons, and long-lasting trauma”. These complaints were allegedly ignored, with no counselling or child-protection measures offered — amounting to “violations” of the Juvenile Justice Act, 2015, the Right to Education Act, 2009, and established child-safety norms, the proceedings state.

The complainant requested the NHRC’s intervention, calling for an independent inquiry, disciplinary action against staff, and the implementation of child-protection protocols at the school.

The Commission said the allegations appeared, prima facie, to constitute “violations” of the human rights of the victims. A bench presided over by NHRC member Priyank Kanoongo has taken cognisance of the matter under Section 12 of the Protection of Human Rights Act, 1993.

“The Registry is directed to issue a notice to the DM and the DCP, Central Delhi, with directions to get the allegations made in the complaint inquired into and to submit an action taken report within 10 days for perusal of the Commission,” the proceedings add.
