The government has officially included Military Nursing Service (MNS) officers under the ex-servicemen category for central government re-employment. The amendment clears long-standing confusion and grants MNS personnel reservation benefits, age relaxation, and equal rehabilitation opportunities.

In a move to end confusion over re-employment benefits, the Centre has officially included Military Nursing Service (MNS) officers under the Ex-servicemen category for central government jobs.
The Ministry of Defence announced that the Ex-servicemen (Re-employment in Central Civil Services & Posts) Amendment Rules, 2026 have been notified under Article 309 of the Constitution. The amendment came into effect immediately after its publication on February 9, 2026.
What has changed?
The key amendment revises Rule 2(c)(i) of the re-employment rules. It now clearly states that personnel who have served in any rank — whether combatant or non-combatant — in: The Regular Army, the Navy, the Air Force, the Military Nursing Service (MNS) will be treated as ex-servicemen for the purpose of re-employment in Central Civil Services.
Until now, there was ambiguity over whether MNS officers, who are commissioned officers, were entitled to the same re-employment benefits as other armed forces veterans. The new amendment removes that uncertainty.
What benefits will MNS officers get?
With this notification, MNS personnel are now formally eligible for:
Reservation benefits:
10% quota in Group ‘C’ posts
20% quota in Group ‘D’ posts in central government jobs
Age relaxation benefits:
The number of years served in the military plus an additional three years can be deducted from their actual age while applying for civil posts.
Officials said the amendment strengthens rehabilitation and second-career opportunities for a wider section of former defence personnel.
The Defence Ministry said the rule applies to anyone who has served in any rank within the listed services, whether in a combat or non-combat role.
