Chandigarh: The Haryana government has placed State Director General of Police (DGP) Shatrujeet Kapur on leave following strong criticism from the opposition over IPS officer Y Puran Kumar’s alleged suicide. The move also comes amid demands from Kumar’s family for strict action against officers accused of harassing him.

The late-night decision was announced just days after the state administration transferred Narendra Bijarniya, who was then serving as Rohtak’s Superintendent of Police.

“Yes, the DGP has been sent on leave by the government,” confirmed Rajiv Jaitly, media adviser to the Haryana chief minister.

What did the officer’s note allege?

In an eight-page “final note” reportedly left behind by Kumar, he accused eight senior IPS officers, including Kapur and Bijarniya, of “blatant caste-based discrimination, targeted mental harassment, public humiliation and atrocities.”

Kumar’s wife, senior IAS officer Amneet P Kumar, has demanded that both Kapur and Bijarniya be named in the FIR for allegedly abetting her husband’s suicide.

What are the family’s demands?

The officer’s family, which is also calling for their arrest, has refused to give consent for a post-mortem and cremation until its demands are met.

52-year-old Kumar, a 2001-batch IPS officer, allegedly shot himself on 7 October. Following the registration of the FIR, the Chandigarh Police set up a six-member special investigation team (SIT) to look into the case.

In recent days, several political figures have visited Kumar’s family to offer their condolences. Congress leader Rahul Gandhi is scheduled to meet the bereaved family on Tuesday.

Union Minister Ramdas Athawale, who met the family on Monday, said Haryana Chief Minister Nayab Singh Saini had assured that action would be taken against anyone found guilty in the case.

Meanwhile, the opposition has intensified its criticism of the government, urging swift and transparent action. Telangana Deputy Chief Minister Mallu Bhatti Vikramarka, Congress MP from Rohtak Deepender Singh Hooda, INLD chief Abhay Singh Chautala, and Punjab Finance Minister and AAP leader Harpal Singh Cheema were among the leaders who visited the family’s Sector 24 residence on Monday.

What did the visiting leaders say?

Vikramarka, who travelled from Telangana to console the family, described the incident as “extremely sad” and urged the government to take immediate action against the officers named in Kumar’s “dying declaration.”

“Y Puran Kumar gave up his life and in his dying declaration, he mentioned particularly about two officers, Haryana DGP Shatrujeet Kapur and the then Rohtak SP Narendra (Bijarniya), stating that they have humiliated him, insulted him, and they are the root cause for his suicide,” he said.

The Congress leader added that the government must “immediately act upon Kumar’s dying declaration and take action against the officers responsible.”

What action is being sought now?

On Sunday, a 31-member committee formed to seek “justice” for the deceased officer’s family issued a 48-hour ultimatum demanding action against Kapur and Bijarniya.
