OpenAI and the Government of Malta have announced a world-first partnership to distribute ChatGPT Plus to all Maltese citizens. The pioneering initiative establishes Malta as the premier nation globally to provide universal access to premium artificial intelligence utilities, paired with mandatory digital literacy education.
Every Maltese citizen and resident aged 14 and older can now obtain a free one-year subscription to ChatGPT Plus upon the completion of a brief online instructional course detailing the appropriate utilisation of artificial intelligence.
The educational curriculum, formulated by the University of Malta, instructs participants on the definition of AI, its operational limitations, and methods for its conscientious application within domestic and professional environments, according to a press release by OpenAI.
The project defines a significant logistical undertaking. For the estimated 574,250 residents of Malta, finishing the required coursework grants access to ChatGPT Plus, a service that typically commands a monthly fee of 20 dollars in the United States. The accord additionally covers Maltese nationals residing overseas, guaranteeing that no citizens are omitted from the program.
The initial phase of the rollout commences in May, with the Malta Digital Innovation Authority overseeing the allocation of subscriptions to qualifying individuals. The initiative is structured to scale continuously as a higher percentage of the populace completes the prerequisite training.
Economy Minister Silvio Schembri highlighted the strategic intent underlying the transaction.
"We are turning an unfamiliar concept into practical assistance for our families, students, and workers," Schembri said.
Deputy Prime Minister Ian Borg, who negotiated the contract during a series of summits in Silicon Valley, underscored the government's inclusive objectives.
"We do not want anyone to be left behind," Borg stated.
The bilateral agreement reflects a widening trend among sovereign states attempting to identify pragmatic strategies that bolster civic confidence in artificial intelligence and its application to everyday objectives.
George Osborne, Head of OpenAI for Countries, commended the proactive stance taken by the Mediterranean island nation.
"Malta is leading Europe and the world in bringing AI to all its citizens," Osborne said. "Where Malta leads, I hope others will follow."
