New Delhi: The Board of Control for Cricket in India (BCCI) has imposed a substantial financial penalty on Rajasthan Royals captain Riyan Parag following a televised incident in which the player was observed using an e-cigarette within the team dressing room.

Parag was fined 25% of his match fee and issued one demerit point for the transgression, which occurred during the second innings of Tuesday’s fixture against the Punjab Kings in Mullanpur. Given Parag’s seasonal contract of Rs 14 crore, the penalty is estimated at approximately Rs 25 lakh, an unusually high figure for a Level 1 offence.

Regulatory Justification

As reported by Cricbuzz, the disciplinary action was levelled under Article 2.21 of the IPL Code of Conduct. Because the existing regulations do not contain a specific provision regarding smoking or vaping in the dressing room, officials utilised this broader article to address behaviour deemed detrimental to the sport's image.

According to the Code of Conduct, "The Article 2.21 is intended to cover all types of conduct that bring the game into disrepute and which is not specifically or adequately covered by the specific offences set out in the COC."

The provision serves as a catch-all for various forms of misconduct, including inappropriate public behaviour or comments that damage the interests of the game. In determining the severity of the sanction, match referee Amit Sharma considered the context of the situation and whether the act was "deliberate, reckless, negligent, avoidable and/or accidental."

Admissions and Future Proceedings

The Rajasthan Royals management and BCCI sources confirmed that Parag was formally served with the notice on Thursday morning. While the captain maintains the right to appeal—a move that would trigger a comprehensive investigation—reports indicate he intends to accept the sanction and forgo further proceedings.

The BCCI noted that Parag "admitted to the offence and accepted the sanction imposed by the Match Referee."

Potential for Further Action

Despite the resolution of the immediate player fine, the BCCI signalled that it may pursue more rigorous consequences for the franchise at large to preserve the league's standing.

"The BCCI is also exploring other options to initiate proceedings for stringent action against the erring team, its officials and player/s to ensure that the reputation of IPL remains intact," the Board stated.

The incident has prompted discussions within the cricketing community regarding the enforcement of professional standards within player areas, particularly as the league seeks to uphold a family-friendly broadcast image.
