Uganda’s army chief Muhoozi Kainerugaba demands $1 billion and a wife from Turkey, threatening to cut ties in 30 days.

A diplomatic row has erupted after Muhoozi Kainerugaba, Uganda’s Chief of Defence Forces and son of President Yoweri Museveni, issued an extraordinary ultimatum to Turkey, demanding $1 billion and “the most beautiful woman in the country” as his wife.
The remarks, posted in a series of messages on X, have drawn sharp criticism and raised concerns about the use of social media in matters of international diplomacy. Kainerugaba warned that Uganda could sever diplomatic ties with Turkey within 30 days if his demands were not met.
What exactly did Kainerugaba say?
Kainerugaba framed his demand as compensation for Uganda’s long-standing military role in regional security, particularly in Somalia.
"For Turkey, it's a really simple deal... Either they pay us, or I close their embassy here. They can reciprocate and shut our embassy in Turkey as well. No problem," his posts on X read.
He further escalated the rhetoric by stating, "Forget Twitter games. We will close diplomatic relations with them very soon," and criticised Turkey, saying, "Who needs a friend who keeps stabbing you in the back."
In a separate and widely criticised remark, he also asked Turkey to provide "the most beautiful woman in the country," saying he would marry her.
Why is Uganda demanding $1 billion?
Kainerugaba argued that Uganda deserves financial compensation, which he described as a “security dividend”, for its nearly two-decade-long military deployment in Somalia.
Ugandan troops have been part of African Union-led missions since 2007, primarily fighting the militant group Al-Shabaab, which is linked to Al-Qaeda. At various points, Uganda has deployed thousands of soldiers, playing a central role in stabilisation efforts.
He claimed that while Uganda has borne the security burden, Turkey has benefited economically through infrastructure and business projects in Somalia, particularly in the capital, Mogadishu, including ports and airports.
Uganda’s role in Somalia
Uganda is among the earliest contributors to peacekeeping operations in Somalia and has maintained a significant troop presence for nearly 20 years. According to available data, more than 6,000 Ugandan soldiers have been deployed at different stages of the mission.
These operations have focused on countering insurgency threats posed by Al-Shabaab and supporting the Somali government in restoring stability.
Threat to diplomatic relations
Kainerugaba warned that Uganda could shut Turkey’s embassy in Kampala if the demands are ignored, inviting reciprocal action from Ankara. He also advised Ugandans to avoid travelling to Turkey “for your own safety”.
Such a move could strain ties between the two countries, particularly as Turkey has expanded its diplomatic and economic footprint across East Africa in recent years.
In another post, he expressed support for Israel saying, “I am ready to deploy 100,000 Ugandan soldiers to Israel, under my command, to protect the Holy Land, The land of Jesus Christ our God."
Controversial history of statements
This is not the first time Kainerugaba has sparked controversy with his public remarks. In 2022, he said he would offer 100 Ankole cows, which he described as “the most beautiful cows on Earth”, in exchange for the hand in marriage of the Italian Prime Minister, Giorgia Meloni.
His frequent and unconventional commentary on foreign policy and military matters has often drawn international attention and criticism.
Who is Muhoozi Kainerugaba?
Born in 1974, Kainerugaba is a senior military officer who has trained in Uganda, the United Kingdom and the United States. He began his career in the late 1990s within the Uganda People’s Defence Force.
He later commanded the elite Special Forces Command, which is tasked with presidential security, and played a role in regional military operations, including Somalia.
He was promoted to lieutenant general in 2021 and appointed Chief of Defence Forces in 2024. He remains a prominent and sometimes controversial figure in Uganda’s political and military landscape.
