Tehran: Iranian state-run broadcaster Press TV reported that it has acquired a copy of a new US-drafted resolution prepared for the International Atomic Energy Agency (IAEA) Board of Governors assembly in June 2026. The media outlet alleged that the text severely censures Iran’s nuclear program while completely omitting any mention of American and Israeli military strikes on Iranian territory and nuclear-related infrastructure over the preceding year.

According to Press TV, the proposed resolution "harshly criticises Iran's nuclear program, repeats claims of non-compliance, and demands greater access while threatening further escalation, including possible UN Security Council referral."

The text charges Iran with failing to fulfil its safeguards commitments under the Nuclear Non-Proliferation Treaty (NPT) framework and mandates increased cooperation with United Nations nuclear inspectors.

The state media report additionally asserted that the measure could lay the groundwork for subsequent diplomatic actions, including potentially forwarding the dispute to the United Nations Security Council.

As cited by Press TV, the draft resolution articulates deep concern regarding Iran’s persistent refusal to supply the international agency with the requested data and physical access concerning unrecorded nuclear materials and undertakings. It further emphasises that the IAEA has remained unable to authenticate specific, previously logged nuclear materials, including highly enriched uranium, for a prolonged timeframe.

The document reportedly references a June 2025 Board of Governors resolution that determined Iran was in breach of its safeguards commitments, and implores Tehran to furnish the regulatory body with a thorough ledger of its nuclear material stock while permitting inspectors the physical access necessary for verification protocols.

"Recalling the resolution adopted by the Board on 12 June 2025 contained in GOV/2025/38, which found that Iran's many failures to uphold its obligations since 2019 to provide the Agency with full and timely cooperation regarding undeclared nuclear material and activities at multiple undeclared locations in Iran, as detailed in GOV/2025/25 constitutes noncompliance with its obligations under its Safeguards Agreement with the Agency in the context of Article XII.C of the Agency's Statute," the document obtained by Press TV read.

"Deeply regrets Iran's continued failure to remedy its non-compliance over the past 12 months, including its failure to provide the IAEA with requested information and access needed to verify previously declared nuclear material that the Agency has been unable to verify for one year," it added.

Press TV contended that the draft resolution ignores what it described as two separate waves of joint U.S.-Israeli bombardments targeting Iranian territory and nuclear facilities over the past year. The news outlet maintained that this exclusion demonstrates a double standard, accusing the IAEA member nations sponsoring the measure of ignoring hostile actions against Iran while intensifying diplomatic pressure on Tehran over its atomic endeavours.

Based on the draft text quoted by the Iranian television network, the Board of Governors would reiterate its backing of the IAEA Director General and Secretariat, demand that Iran satisfy its statutory requirements under its safeguards compact, and warn that subsequent measures—including a potential evaluation by the UN Security Council—will remain under consideration if outstanding concerns are left unresolved.

Iran has unfailingly asserted that its nuclear undertakings are entirely non-military in nature and are carried out legally under the provisions of the NPT. Tehran has continually dismissed allegations that it is seeking to build nuclear armaments, criticising the ongoing scrutiny as politically driven coercion by Western governments.

The IAEA Board of Governors convention is scheduled to take place from June 8 through June 12 in Vienna.
