In a rather unusual declaration, Albania’s Prime Minister Edi Rama announced that the country’s artificial intelligence-generated minister, Diella, is “pregnant” and expecting “83 children.” The statement refers to the creation of 83 AI assistants — one for each Socialist Party member of parliament.

Speaking at the Berlin Global Dialogue (BGD), Rama described the initiative as a bold technological move. “We took quite a risk today with Diella here and we did very well. So for the first time Diella is pregnant and with 83 children,” he said.

According to Rama, these digital “children” will act as AI aides to parliamentarians, ensuring they remain informed about every discussion and event in the assembly. “Each assistant will attend parliamentary sessions, record everything that happens, and advise MPs on matters they might have missed. These children will inherit the knowledge of their mother,” he explained.

“Each one…will serve as an assistant for those who will participate in parliamentary sessions, and will keep a record of everything that happens, and will suggest members of parliament. These children will know their mother,” Rama said.

Rama said the system is expected to be fully functional by the end of 2026. He explained that the AI assistants would act as digital aides for lawmakers, capable of briefing them on discussions they miss and advising them on how to respond during debates.

Rama noted that in the future 83 additional screens would feature displaying Diella’s digital “children.”

Diella — whose name translates to “Sun” — was officially introduced in September with the mission of ensuring transparency and eliminating corruption in Albania’s public procurement processes. Initially launched as a virtual assistant in January on the e-Albania platform, she has since been assisting citizens and businesses in obtaining government documents.

Now appointed as the world’s first non-human government minister, Diella has full responsibility for decisions related to public tenders. Rama said her oversight guarantees complete transparency and prevents misuse of public funds.

Unlike traditional ministers for artificial intelligence, Diella is herself an AI entity — a digital creation composed entirely of algorithms and pixels, depicted as a woman dressed in traditional Albanian attire.
