Kochi: Kerala High Court on Tuesday come up with a three-tier approach to monitor waste transit and management in the state. It has also appointed the three amici curiae to assist the court in implementing three-tier approach on the ground. 

The move is to implement the Solid Waste Management (SWM) Rules, 2016 in the wake of the Brahampuram dump yard fire issue. The court had taken a suo motu case over the Brahampuram fire and the development comes as a part of it. 

The court has chalked out a comprehensive plan and the major proposals in the order are:

  • SWM rules will be implemented in all districts and it will be assisted by three amici curiae who are given three separate zones
  • Officials showing laxity should not be given salaries
  • Those dumping waste on roadsides should be given punishment

Meanwhile, the court noted that in the first phase, police will not intervene, but if the state machinery fails then the police will also be roped in. The court also gave the state government the time to come up with proposals for holistic waste management. 

The court will take up the matter again on April 3 and it has warned the state government of action if its conduct is not proactive.
