Kerala Transport Commissioner submits a report clearing 18 vehicle modifications without prior permission, fulfilling CM V D Satheesan's viral promise.

Thiruvananthapuram: The Transport Commissioner has submitted a detailed report outlining permitted vehicle modifications in Kerala, paving the way for a final policy decision by the state government. The report lists 18 types of alterations that can be done without prior permission, alongside several major structural changes that will be allowed subject to special approval and official fees.
The move comes after Chief Minister V D Satheesan’s pre-election viral statement, "Let the youth modify," gained massive traction on social media.
After taking office, the Chief Minister reiterated his promise, earning him popular internet monograms like 'Pookie CM' among youngsters. However, critics point out that most of the adjustments included in the "free-to-modify" category are minor accessories that were already practically allowed.
Modifications allowed without prior permission
The report specifies that the following 18 additions can be made freely, provided they do not compromise road safety or feature inappropriate aesthetics (such as indecent body stickers).
- Additional audio speakers
- Android infotainment systems
- Body stickers (must be decent)
- Chrome garnish
- Dash cams
- Door visors
- Floor mats
- GPS trackers
- Interior ambient lighting
- Mud flaps
- Parking sensors
- Reverse cameras
- Roof carriers
- Seat covers
- Sun films (with minimum 50% transparency)
- Steering wheel covers
- Tyre Pressure Monitoring Systems (TPMS)
- Tow hooks
Major alterations requiring special approval
For more major changes, vehicle owners must pay a designated fee, obtain specific approval from the Motor Vehicles Department (MVD), and ensure the updates are officially endorsed in the Registration Certificate (RC) book.
- Vehicle colour change: Permitted upon fee payment and RC update.
- Fuel and power conversions: Installation of LPG/CNG kits or converting the vehicle into an Electric Vehicle (EV).
- Accessibility retrofits: Modifying vehicles to make them disabled-friendly.
- Core mechanical changes: Replacing the engine or changing the chassis frame.
