
Thiruvananthapuram: The questionnaire prepared for 11th Kerala Pay Revision Commission has been prepared. The responses and applications can be filled by March 15. After this, discussions will begin with various employee associations, informed Chairman of Pay Revision Commission K Mohandas.
Details such as employees number, shares from state income in salary, pension category are provided along with the questionnaire. There are a total of 5,15,639 salaried employees in the state. Among this, 3,77,065 are officers appointed in various offices. 1,38,574 are teachers employed in aided schools and colleges.
According to 2018-’19 statistics, 54.41 percent of the state revenue income (excluding loans) are spent on salaries (33.94%) and pensions (20.47%).
In order to pay the interest for various loans of the state, 18.04 percent of the revenue is required. 72.45 percent of the total revenue is spent on these three sectors.
One of the questions in the questionnaire is what would be the maximum ideal percentage of state revenue that can be spent on salaries and pensions.
As per July 1, 2018 the lowest salary of state government employee is Rs 19,800. When the two instalment dearness allowance announced till July 2019 is added, this would amount to Rs 21,120. The same under central government is Rs 21,060.
The highest salary under state government at present is Rs 1,44,000 which when DA is added becomes Rs 1,53,000.
Another question is the viewpoint on lowest and highest salaries.
It is separately noted in the questionnaire that the contents or the styling of the questions are not the views of the state government.
5 parts, 67 questions
The structure of salaries and allowances, pensions, promotions, efficiency of civil services and their social responsibilities, gender discrimination faced by female employees are the sections included. Questions to make civil service women friendly and public friendly are also included.
There are 67 questions in total. Opinions can be recorded in less than 250 words. The questionnaire is published on http://www.prc.kerala.gov.in/. Prof. M K Sukumaran Nair, Adv. Ashok Maman Cheriyan are the other members of the commission.
