Thiruvananthapuram: If an employee falls behind on their duties, it could affect the overall performance of the Panchayat. To address this, a new digital system has been introduced to track employee performance across local bodies. The system consolidates individual progress on a centralised dashboard, enabling real-time monitoring. Poor performance will trigger targeted training to help improve standards and ensure optimal results.

To streamline services in local bodies, digital grading within the IKM’s K-Smart and eHRMS platforms has been implemented. These systems consolidate all employee service data into one unified digital platform. The grading process will be fully automated, with no human intervention.

How does the dashboard work?

The digital grading system will allow the performance of employees to be tracked in real time. The dashboard will highlight top performers, while also flagging delays and instances of negligence. If an employee’s performance is affected by a shortage of staff or if there are lapses in service, the system will automatically notify the team. If the issue is unintentional, relevant training will be provided in collaboration with KILA. The performance metrics recorded by the system will influence the grading of local bodies.

The system will establish digital benchmarks for key areas such as service delivery, licensing, waste management, grievance redressal, tax collection, and financial accuracy. Employee and institutional performance will be evaluated based on these data-driven indicators.

Additionally, the system will autonomously determine an employee’s eligibility for probation, promotions, and other actions by assessing their service tenure, disciplinary record, and training qualifications. One of the key features of the new system is the equitable distribution of workloads across staff members. Information on over 30,000 employees in 1,200 local bodies will be accessible on a single platform.

The digital system will also manage the entire employee lifecycle, from job advice memos and probation periods to promotions, disciplinary actions, transfers, leave management, and retirement. All leave applications and decisions will now be handled online, improving efficiency and transparency.
