Thrissur: In a significant development, new guidelines have been introduced allowing outside professional groups to conduct cultural programmes in colleges, only under strict regulations. The initiative, proposed by the Higher Education Department, stems from recommendations put forth by a committee formed in the aftermath of the tragic incident in Cusat.
Under the revised guidelines, restrictions on remunerative programmes have been lifted. However, colleges are required to inform the head of the institution about the programme details five days in advance and obtain necessary permission. Additionally, Institutional Risk Management Committees are mandated to be established in all colleges to oversee the implementation of these programs.
Furthermore, events with over 200 participants necessitate approval from the committee. The head of the institution is tasked with ensuring the supervision of teachers, as well as coordinating with authorities such as the police, fire force, and medical team equipped with ambulance services.
In a bid to enhance campus security, operational hours of college union offices have been adjusted to 8 am to 6 pm on academic days. However, on special occasions, with prior approval from the head of the institution, these hours may be extended until 9 pm. Additionally, it has been recommended to enlist ex-servicemen for campus and hostel security wherever feasible.
