
Thiruvananthapuram: The Motor Vehicle Department (MVD) has responded to ongoing protests by driving schools to modify testing procedures, as demonstrations against proposed test reforms still continue. In the light of objections raised by various organizations, including Centre of Indian Trade Unions (CITU), the recently announced testing reforms, effective from May onwards, has been slightly modified.
Meanwhile, the Transport Department has opted to reinforce the existing road test, albeit with certain alterations. While the ‘H’ test will continue for the time being, it will now be given only after taking the road test successfully. Previously, the road test was lenient, requiring candidates to change four gears and drive for a minute on level road to obtain a license. However, under the revised protocol, applicants must navigate more rigorous challenges, including driving for 10 to 12 minutes, halting the vehicle on steep roads, traversing busy intersections, and adhering to traffic regulations.
Additional Transport Commissioner Pramoj Shankar convened discussions with representatives of the Driving School Workers Association, part of CITU, and School Owners Association to address the concerns. The Transport Commissioner was absent from the deliberations. The revised circular outlining the updated testing procedures is expected to be issued soon, with ongoing protests leading to the suspension of driving tests for a second consecutive day.
The decision to limit daily driving tests to 30 has been changed to 40, comprising 25 for new applicants, 10 for retest and the balance five to those with employment purposes. Driving school vehicles over 15 years old are granted a grace period of six months for replacement, while a three-month window is provided for the installation of dashboard cameras. An extension of three months has been granted for the preparation of driving test grounds in accordance with central directives.
