Thiruvananthapuram, Kerala: Only land with an existing title deed will be eligible for regularisation under the state’s revised rules. Land without valid deeds will remain under the current title deed system.

Land transferred in violation of rules can also be regularised, but only after paying a percentage of the land’s fair value. Such land may be reused, subject to prior approval.

Revised fee structure

  • For buildings on land owned by registered societies, organisations, political parties, or co-operative societies and used for cultural, entertainment, charitable, or social purposes, a fee of 1 per cent of the land’s fair value will apply.
  • Agricultural buildings, places of worship, and educational institutions – exempt from fees
  • Commercial and industrial buildings, 3,000–5,000 sq. ft – 5% of fair value
  • Hospitals and industrial buildings, 5,000–10,000 sq. ft – 10% of fair value
  • Land for commercial, industrial, or tourism use (with or without buildings) – 10% of fair value
  • Commercial/industrial buildings, 10,000–25,000 sq. ft – 20% of fair value
  • Commercial/industrial buildings, 25,000–50,000 sq. ft – 40% of fair value
  • Commercial/industrial buildings above 50,000 sq. ft, and quarries – 50% of fair value
