Thiruvananthapuram: The house-to-house enumeration phase of the Special Intensive Revision (SIR) of the voters’ list began across Kerala on Tuesday, with enumeration forms distributed to more than 2.07 lakh people by 8 pm, according to official reports.

Chief Electoral Officer (CEO) Rathan Kelkar said the actual figure is likely to be higher, as several booth-level officers (BLOs) have yet to upload their data online.

The first day of enumeration largely focused on elderly voters. In Thiruvananthapuram, Kelkar and senior election officials personally visited veteran actor Madhu to hand over the enumeration form. Along the State, special officers visited prominent elder personalities of each district to hand over the enumeration forms.

The EC has said the current phase of the SIR, involving the door-to-door distribution and collection of forms by BLOs, will continue until December 4. BLOs are handing out forms to all voters listed on the EC’s rolls as of October 27, 2025. Voters must fill in the forms, affix a colour photograph (optional), and collect a receipt from the BLO.

Early reports from BLOs suggest mixed feedback from the field. Many BLOs have begun distributing the forms, but often leave them with households when they cannot be filled out immediately.

Additionally, the timing of the SIR, coinciding with preparatory work for the 2025 local body elections, has caused some confusion among voters. However, they said this had not significantly affected their ability to collect the completed forms.

The verification phase of the SIR will begin after the publication of the draft electoral rolls on December 9. The final rolls are scheduled for publication on February 7.

Meanwhile, the State government has amended an order issued on Monday that had placed BLOs on full-time election duty until December 4, exempting them from their regular departmental duties. In the revised order, it clarified that this exemption will not apply to officers and staff currently engaged by the State Election Commission for local body election-related work.
