Thiruvananthapuram: Noting that the High Court has granted permission for the legal use of cooling film on vehicles, Transport Minister K B Ganesh Kumar directed that the officials strictly adhere to this ruling. The Minister also advised against stopping passengers on the road to forcibly remove the cooling film. He conveyed this directive to Motor Vehicle Department, Enforcement and Police officials through a video shared on his Facebook page.
“The court has specified that 70 per cent visibility is sufficient for the front windshield and 50 per cent for the side windows. This must be strictly enforced,” he said.
He stressed that people should not be inconvenienced in the name of enforcement. For those traveling with children or cancer patients, the current heat is unbearable. If there is excessively dark film applied in violation of the law, action can be taken without harassing people. They can be fined and asked to remove the film, with the requirement to bring the vehicle back for inspection, he added.
The Minister stated that officials should not forcibly remove the film on the road for any reason. You may charge for the inspection. There is a one-meter tool to measure the film's compliance, and officials should not write fines just based on visual assessment to harass someone, he further said..
