Kochi: When Chief Minister V D Satheesan, who also manages the finance portfolio, presents the UDF government’s very first state budget on Friday, June 19, he will be balancing a delicate act between social compassion and harsh economic reality.

The Congress-led administration has actively tried to brand its tenure around "good governance with empathy”. This approach was clearly reflected in some of its earliest executive actions, such as boosting the monthly honorarium for ASHA workers to ₹12,000 and increasing the monthly pay for Anganwadi workers, helpers and ayahs by ₹1,000.

Insiders within the Chief Minister’s Office (CMO) suggest that this exact citizen-centric philosophy will form the backbone of Satheesan’s upcoming financial roadmap. However, independent economists warn that this push for welfare comes at a time when Kerala's strained public finances leave virtually no room for financial maneuvering.

 

A historic milestone for Paravur

Beyond the fiscal numbers, Friday’s presentation marks a deeply symbolic moment for the Paravur assembly constituency, thrusting it back into the state’s financial limelight after more than half a century.

The last legislator representing this constituency (then spelled Parur) to deliver a state budget was the prominent Congress leader K T George. Serving as the Finance and Law Minister in the second C Achutha Menon ministry, George presented his first budget on February 25, 1972. Exactly 54 years later, another representative from Paravur is stepping up to the legislative podium to guide Kerala's economic future.


Joining an elite group of Congress chief ministers

Satheesan’s budget address also places him in a highly exclusive club within Kerala's political history. He will become only the third Congress Chief Minister to personally present a state budget while directly holding the finance portfolio.

  • R Shankar: The state’s very first Congress Chief Minister took over the reins in 1962 and personally delivered the state budgets for the fiscal years 1963-64 and 1964-65.
     
  • Oommen Chandy: The veteran leader presented the 2016-17 state budget after assuming the finance portfolio late in his tenure. (Chandy had also previously presented four budgets as the dedicated Finance minister in the K Karunakaran Cabinet during the early 1990s).

As June 19 approaches, all eyes will be on how Satheesan honours his government's welfare promises without tipping the state further into a fiscal deficit.
