Kollam: Discontentment is growing within the Kerala police force regarding the delay in reinstating the DySPs and SHOs who were transferred during the implementation of election of code of conduct. When the code of conduct came into force, the officials working in their own districts were transferred to neighbouring districts. In the past, officials transferred like this would be reinstated to their earlier positions immediately after election. It is alleged that the reason for the delay in the transfer of officials is to consider the recommendations of CPM district committees in connection with this.
In the wake of the election defeat, CPM district committees have been raising protests against the police and Home department for the failure of law and order in the state. In the wake of this raging criticism, it is said that when the transfer list would be prepared, the opinion of CPM district committees would be considered.
During the district committee meetings the high handedness of a CPM top leader regarding the transfer of officials had been severely criticised. Besides, the bickerings within certain district committees regarding the priorities in preparing the transfer list have resulted in the delay in the transfer orders.
Since they were transferred temporarily, most of the DySPs and SHOs have been staying at their respective places by arranging temporary facilities. Since they are not being transferred back, most of them continue their duties under the cloud of uncertainty. Many office bearers of police organisations too are included in this list. When the district conferences begin, this would create further problems for many organisations.
Due to the uncertainty prevailing in connection with the transfer, many police officials are not able to be with their children during the school and college admissions. The delay in the transfer and the resultant uncertainty have come at a stage when the applications for voluntary retirement from the service have been going up in the police force. Worse, it is alleged that, many officials who had reached the new stations are not interested in following up cases investigated by other officers other than going through the daily routine affairs.
Meanwhile, SIs transferred during the election, have already been redeployed in their own districts. This transfer is being done at DIG level whereas the transfer of SHOs is being done at DGP level. Apart from this, transfer of DySPs are taken at the government level.
