An all-out political storm has erupted across India following media revelations of a severe rift inside the country's top electoral body. A report published by The Indian Express on Wednesday said that two of the three Election Commissioners repeatedly objected to key decisions executed by Chief Election Commissioner (CEC) Gyanesh Kumar without their knowledge or approval. Commissioners Sukhbir Singh Sandhu and Vivek Joshi lodged at least 14 formal objections over a 10-month period. The internal fallout arrives amidst a massive voter roll cleanup exercise, known as Special Intensive Regulation (SIR), which resulted in the removal of more than 13 crore voter names across 30 states and union territories. Opposition parties have launched a fierce assault on the CEC, accusing the commission of subverting democratic norms.

Software centralisation strips local officer powers

At the centre of the dispute is ECINet, a digital platform introduced in January to manage the national voter database centrally from New Delhi. Under Indian electoral law, statutory duties to add, verify, or delete voter records reside with local Electoral Registration Officers. However, the new platform effectively locked out state officials, handing full access control to central IT authorities in New Delhi. The software change led to immediate operational breakdowns. In Goa, software limitations prevented local officers from restoring 97 eligible voters to the final rolls despite meeting all legal criteria. Furthermore, changes to Form 6 registration documents requiring applicants to declare their parents' status on past voter lists were pushed through despite written warnings from Sandhu and Joshi that such changes were legally unauthorised without formal rule amendments.

Dissenting commissioners bypass internal channels

The internal friction escalated when administrative oversight of the IT division was removed without full panel approval. In response, Sandhu and Joshi bypassed standard internal channels to report the matter directly to Cabinet Secretary T V Somanathan. The two commissioners subsequently overruled the administrative order, reminding officials that statutory provisions under the 2023 Act mandate all commission decisions to be made unanimously or by majority consensus. The investigation also highlighted tensions in West Bengal, where millions of voter deletions sparked judicial intervention. Commissioner Sandhu formally questioned who had authorised legal appeals against court-restored voters without informing the full panel.

Opposition figures unite to demand chief commissioner removal

The media reports triggered immediate condemnation from political leaders across the opposition spectrum. DMK spokesperson TKS Elangovan accused the ruling party BJP of using the electoral machinery to target minority voters. He stated: "The BJP government is playing a game with this SIR. So, they want to remove the Muslims from this country. That is their motive". Elangovan added that high-profile figures, including former Vice President and former Home Minister L. K. Advani, had sent letters regarding the situation, noting that courts had severely condemned the process.

Calls for parliamentary and judicial action gathered rapid momentum. AAP leader Saurabh Bharadwaj urged collective action, posting on X: "All Opposition parties should join hands and fix this CEC first. Everything else is secondary". Shiv Sena (UBT) MP Sanjay Raut was even more explicit, posting: "Gyanesh Kumar will go to jail! He will have to go! Their masters will flee the country and run away". CPI-M MP John Brittas branded the election body "a one-man autocracy under CEC Gyanesh Kumar!!". Brittas pointed out that a constitutional notice signed by around 70 MPs was submitted on 24th April 2026 to initiate removal proceedings against the CEC. Describing the CEC's actions as the "death knell of a democratic nation", Brittas called on the Supreme Court to annul the SIR process immediately. Meanwhile, the Congress party scheduled a news conference with MP Abhishek Singhvi, following past claims by Leader of Opposition Rahul Gandhi that the SIR drive amounted to a theft of voting rights.
