New Delhi: The Delhi Police Special Cell has filed a nearly 14,000-page fourth supplementary chargesheet in connection with the 2023 Parliament security breach case, invoking provisions of the Unlawful Activities (Prevention) Act (UAPA) along with multiple sections of the IPC related to terrorist acts, criminal conspiracy and provocation to cause riots.

The supplementary chargesheet, running into 13,967 pages, was submitted before the Patiala House Court and formally taken on record during proceedings held on Thursday.

The prosecution informed Additional Sessions Judge Amit Bansal that the latest chargesheet was filed under IPC Sections 186, 353, 153, 452, 201, 34 and 120B, along with Sections 13, 16 and 18 of the UAPA.

Accused Neelam Azad alias Neelam Prajapati and Mahesh Kumawat appeared before the court while out on bail. The remaining accused, Manoranjan D, Amol Dhanraj alias Amol, Sagar Sharma and Lalit Jha, were produced from judicial custody.

SI Amit Bhati appeared on behalf of the investigating officer, ACP Dharmender, and submitted the supplementary chargesheet before the court. Digital copies were supplied to all accused persons and their lawyers through a pen drive.

During the hearing, counsel representing Neelam Azad and Amol Dhanraj objected to the filing of the supplementary chargesheet at the current stage, arguing that submitting such a voluminous document while arguments on framing of charges were already underway amounted to a “gross abuse of process of law”.

The defence also requested hard copies of the supplementary chargesheet.

The prosecution assured the court that one hard-copy set would be provided on the next date of hearing. The court subsequently directed the prosecution to supply hard copies to the concerned defence counsel and posted the matter for further proceedings and scrutiny of documents on May 29.

The latest chargesheet includes allegations related to obstructing public servants from performing official duties, provoking riots, destruction of evidence and offences connected with terrorist acts under the UAPA.

The case pertains to the major security breach that occurred inside and outside the Parliament complex on December 13, 2023, the 22nd anniversary of the 2001 Parliament terror attack.

According to investigators, accused Sagar Sharma and Manoranjan D allegedly jumped into the Lok Sabha chamber from the visitors’ gallery during proceedings and released yellow smoke from canisters, causing panic before they were restrained by MPs and security personnel.

Simultaneously, Neelam Azad and Amol allegedly released coloured smoke and raised slogans outside Parliament premises.

Police had earlier claimed that Lalit Jha was the mastermind behind the conspiracy and had fled with the mobile phones of the co-accused in an alleged attempt to destroy evidence.

The Special Cell continues to investigate the broader conspiracy behind the breach, including the planning, coordination and communication among the accused.
