New Delhi: Several government bills are being passed within minutes in Parliament as the Opposition continues protests over the alleged examination paper leak and the Ayodhya Temple donation theft case, disrupting normal proceedings in both Houses.

In the eight days since the Monsoon Session began, six bills have been passed in the Lok Sabha and five in the Rajya Sabha. Detailed discussions took place only on the Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026 and the Prevention of Insults to National Honour (Amendment) Bill, 2026, where the government and Opposition reached broad consensus. Most other bills were passed within minutes by voice vote after Opposition amendments were rejected.

The Appropriation Bill, 2026 was among the quickest to be cleared. Finance Minister Nirmala Sitharaman introduced it in the Lok Sabha at 2.12 pm on August 4, and it was passed just two minutes later at 2.15 pm.

According to parliamentary records, although time had been allotted for discussions on some bills, repeated protests by Opposition members curtailed debate. Reports also noted that the Speaker or the Chairman was absent from the Chair during proceedings on several occasions.

Registration of Births and Deaths (Amendment) Bill, 2026

Lok Sabha (July 31): Introduced by Minister of State for Home Nityanand Rai at 12.05 pm and passed at 12.08 pm.

Rajya Sabha (August 4): Introduced at 2 pm. Amid Opposition protests, about 47 minutes of discussion took place before the minister's reply and the bill's passage were completed in two minutes.

Supreme Court (Number of Judges) Amendment Bill, 2026

Lok Sabha (August 3): Introduced by Law Minister Arjun Ram Meghwal at 2.01 pm and passed without debate at 2.10 pm.

Rajya Sabha (August 5): Introduced at 2 pm. Following an Opposition walkout, the bill was returned to the Lok Sabha at around 4.30 pm.

Bankers' Books Evidence Bill, 2026

Lok Sabha (August 5): Introduced by Finance Minister Nirmala Sitharaman at 2.11 pm and passed at 2.16 pm without debate.

Micro, Small and Medium Enterprises Development (Amendment) Bill, 2026

Rajya Sabha (August 3): Introduced by MSME Minister Jitan Ram Manjhi at 2 pm and passed at around 3.25 pm amid protests.

Appropriation Bill, 2026

Lok Sabha (August 4): Introduced at 2.13 pm and passed at 2.15 pm.

Bankers' Books Evidence Bill

The Lok Sabha also passed the Bankers' Books Evidence Bill, 2026, which allows digital and virtual banking records to be admitted as evidence in bank fraud cases. The legislation also empowers the Central government to bring any financial institution within the ambit of the law, subject to prescribed conditions. The bill was cleared without discussion amid continuing protests by Opposition members.
