New Delhi: India and the European Union (EU) have signed a comprehensive mobility pact, opening the door to new opportunities for Indian students, professionals, and skilled workers in Europe. The agreement was finalised during the India-EU summit, attended by Prime Minister Narendra Modi, European Commission President Ursula von der Leyen, and European Council President Antonio Costa.

Prime Minister Modi highlighted the significance of the pact, saying, “This (pact) will open up new opportunities in the European Union for Indian students, workers, and professionals.” He also emphasised that India and the EU share a long-standing collaboration in science, technology, and innovation, which the new agreement aims to strengthen further.

How will the mobility pact benefit Indian citizens?

The mobility agreement, the first of its kind at the EU level, is expected to streamline safe and regular migration, support skill development, and facilitate the movement of highly skilled workers, students, researchers, and seasonal workers.

Foreign Secretary Vikram Misri explained that the pact will provide a structured framework for migration, including circular pathways for workers and enhanced cooperation on countering irregular migration. France, Germany, and Italy are among the European nations already engaged in mobility partnerships with India.

Additionally, the leaders launched the first pilot European Legal Gateway office, which will serve as a one-stop hub offering guidance and support for Indian professionals, initially focusing on the information and communications technology (ICT) sector.

What are the educational and skills opportunities under this pact?

Education and people-to-people ties are at the heart of the India-EU strategic partnership. The two sides have agreed to initiate an education and skills dialogue, aimed at:

  • Promoting skill development and vocational training
  • Facilitating recognition of qualifications and learning periods abroad
  • Supporting collaboration in higher and vocational education

The agreement is part of a broader five-year strategic agenda designed to enhance innovation, strengthen security cooperation, boost prosperity, and deepen cultural and academic connections between India and the EU.

With this historic pact, India-EU relations enter a new era, offering a clear pathway for students and professionals to explore opportunities across Europe while fostering stronger educational, technological, and cultural ties.
