Goa has issued a sweeping safety advisory for nightclubs and event venues after a deadly fire killed 25 people at an Arpora nightclub.

Panaji: The Goa government has issued a sweeping safety advisory for nightlife and hospitality establishments after a deadly fire at a North Goa nightclub killed 25 people over the weekend. The directive, released on Monday by the State Disaster Management Authority (SDMA), outlines mandatory measures for nightclubs, bars, restaurants, event venues and other similar premises in the wake of the state’s worst fire disaster in recent years.
According to the advisory, issued under the Disaster Management Act, 2005, all such establishments must ensure full compliance with fire, electrical, structural and emergency preparedness norms prescribed by the competent authorities. The statement notes: "Under provisions of the Disaster Management Act 2005, all such establishments are directed to ensure strict compliance with fire safety, electrical safety, emergency preparedness, and structural safety norms prescribed by the competent authorities."
The SDMA has made a valid fire NOC and adherence to all conditions laid down by the Fire Services Department compulsory. Occupancy limits must be clearly displayed, and venues are prohibited from allowing crowds beyond authorised capacity. The advisory also stresses the need for operational smoke and heat detectors, alarm systems, sprinklers, hydrants, hose reels and properly serviced fire extinguishers.
The directive further highlights the importance of safe electrical infrastructure, instructing establishments to use certified wiring and protection devices while removing any unsafe or temporary connections. Emergency exits must remain unobstructed at all times and feature illuminated signage, evacuation maps and adequate lighting. It states that venues must train staff regularly, appoint a fire safety officer for every shift and carry out documented evacuation drills at set intervals.
In a significant compliance requirement, all establishments have been told to conduct an internal safety audit within seven days and keep the report ready for inspection by the district administration, fire services or SDMA-authorised teams. The advisory warns that any violation will trigger strict action, including closure, suspension or cancellation of licences and prosecution under Section 51(b) of the Disaster Management Act.
The tightened measures follow Saturday night’s massive blaze at Birch by Romeo Lane, a popular nightclub in Arpora about 25 kilometres from Panaji. The fire claimed the lives of 20 employees and five tourists, four of whom were from Delhi. Early police findings have suggested several irregularities, including the absence of a mandatory fire department No Objection Certificate and a licence allegedly issued without proper documentation.
Fire officials have also pointed to severe structural shortcomings at the riverside venue, noting that the club had small exit points linked only by a narrow bridge — a design flaw that critically impeded evacuation efforts during the emergency. (PTI)
