The agency has also registered a case under the Prevention of Money Laundering Act (PMLA) over alleged financial irregularities involving the university

New Delhi: The Enforcement Directorate (ED) on Tuesday launched raids at 25 locations across Delhi and Faridabad linked to Al-Falah University, its trustees, and associated individuals, in connection with the ongoing investigation into the November 10 Red Fort terror attack, sources said.
The searches began at 5 am and include the university’s Okhla office in Delhi and its Faridabad campus. Investigations follow the arrest of several doctors linked to the university, including the suicide bomber Dr Umar Un Nabi, a Kashmiri resident, who drove the explosive-laden car that killed 15 people and injured over 30 near Red Fort.
Delhi Police Crime Branch has also summoned the university’s founder, Jawad, in connection with two FIRs filed against the institution. One FIR alleges the university misled students by falsely claiming a UGC 12B certificate on its website, while the second concerns admissions taken despite the expiry of its NAAC accreditation in 2018. Formal notices have been issued to Jawad in both matters.
Meanwhile, the National Investigation Agency (NIA) on Monday arrested another key associate of the terror module, Jasir Bilal Wani, alias Danish, in Srinagar. NIA investigations revealed he provided technical support for terror attacks, including modifying drones and attempting to make rockets ahead of the Red Fort car bomb.
Sources said investigators have uncovered a structured terror module linked to Dr Umar, featuring encrypted communications and coordinated movement of weapons. Umar reportedly created a Signal group three months ago, adding members Muzammil, Adeel, Muzaffar, and Irfan for internal coordination.
A significant lead came from the recovery of weapons, including a Krinkov rifle and a pistol, from Dr Shaheen, a key suspect. Investigators say Umar procured the weapons and handed them to Irfan in 2024, with multiple trips documented involving the transport and storage of firearms. Financial support for the group was largely provided by doctors Muzammil, Adeel, and Shaheen, while recruitment of Kashmiri youths was overseen by Irfan.
Officials described the module as a coordinated network operating via encrypted platforms and trusted personal links, with defined roles for recruitment, financing, and weapon handling.
The ED searches are ongoing, and further details are awaited.
