Bengaluru has emerged as the world’s second most congested city out of nearly 500 cities analysed worldwide in 2025. The data was released by Netherlands-based technology firm TomTom, which compiles its annual Traffic Index by assessing global traffic trends and commuting patterns.

Mexico City topped the list, while Dublin in Ireland ranked third.

Motorists in Bengaluru travel an average distance of 4.2 kilometres in 15 minutes, as per the report. The congestion level, measured as the average additional time lost due to traffic, rose to 74.4%, up 1.7% from 2024. 

The report also estimates that Bengalureans lost an average of 168 hours during rush hours over the year. This figure is based on the time spent commuting 10 km twice a day during peak hours on working days. The time taken to travel 10 km increased to 36 minutes and nine seconds, which is two minutes and four seconds longer than the previous year.

The worst day on Bengaluru’s roads in 2025 was May 17, a Saturday, when congestion levels peaked at 101% during the evening rush hour. On that day, motorists took 15 minutes to cover just 2.5 km.

The findings come after DK Shivakumar described Bengaluru as the “city of the future” while inviting investors at the World Economic Forum (WEF) at Davos, on Wednesday.  

Other Indian cities in the list

Among other Indian cities, Pune ranked fifth and Mumbai ranked 18th. While Pune recorded an average speed of 18 kmph, Mumbai fared slightly better at 20.8 kmph.

However, the report noted that congestion is not worsening everywhere. In 2025, traffic flow improved in several cities globally, including Mumbai, Hyderabad and Ahmedabad.
