Understand the NMC's interim guidelines for PwBD category PG medical admissions 2025. Learn about UDID card, NEET PG eligibility, and required documents for disability certificates

The National Medical Commission (NMC) has issued Interim Guidelines on Assessment Method for Granting Admission in Postgraduate Medical Courses to PwD Candidates for AY 2025-26.
The same is available in the Notice dated 17 October 2025, issued by MCC and hosted at https://mcc.nic.in/pg-medical-counselling/ for the information of all participating candidates of PG Counselling 2025 who want to apply under PwBD category.
Accordingly, the Commission has resolved that all candidates with benchmark disabilities who possess a valid UDID card issued by the Department of Empowerment of Persons with Disabilities (DEPwD) and further meet the NEET PG eligibility criteria shall be considered for admission in postgraduate courses under the PwBD category.
Those PwBD candidates visiting designated disability centres for examination and obtaining disability certificates for the academic year 2025-26 must mandatorily submit (i) NEET PG 2025 result card demonstrating eligibility for the PG course (ii) Valid UDID card issued by the designated medical authority under MoSJE (iii) Self-certified affidavits in the format, provided under Schedule-I as per the format attached to the Notice of MCC.
Candidates who wish to claim All India Quota seat under PwBD category are required to visit one of the designated disability centers of MCC (List attached to Notice dated 17.10.2025 of MCC) and submit following documents at the centre to obtain the Disability certificate (i) NEET PG 2025 result card demonstrating eligibility for the PG course (ii) Valid UDID card issued by the designated medical authority under MoSJE (iii) Self-Certification Form- General in the format, provided as Appendix A (Copy attached to the Notice dated 17.10.2025 of MCC) (iv) Affidavits, specific to the candidate’s disability category, in the prescribed format of NMC as provided in Appendix-B to F (Copy attached to the Notice dated 17.10.2025 of MCC).
The certificate will be generated by the centre as per the details of the disability mentioned on the UDID card, the affidavit submitted by the PwBD candidate, and the fulfilment of eligibility criteria subject to the Board assessment of functional competencies. For disabilities other than the one already discussed in respect of locomotor, hearing, visual, and SLD/cognitive, they will have to submit a valid UDID card and the self-certified affidavit prescribed in Appendix-A under the category ‘Others.’
Only those candidates who have obtained a disability certificate from a designated centre of MCC will be shown choices of PwD seats for the All India Quota. The disability certificate will be valid for this academic session only.
Candidates are advised to check whether the designated disability centre they are visiting for examination of their disability has that particular facility or not so that undue inconvenience can be avoided. Candidates who wish to avail themselves of a PwBD seat under the 85% state quota can visit state disability boards for obtaining certificates. However, evaluation has to be conducted by the state disability boards as per NMC Guidelines 2025.
The duties to be undertaken by the designated disability centres and the procedure of examination of essential competencies for issuing a Disability Certificate have been given in the Guidelines of NMC (copy attached to Notice dated 17.10.2025 of MCC).
