The attorneys general of New York and New Jersey, the latter of which is scheduled to host eight World Cup fixtures, including the championship final, announced Tuesday that they have launched an investigation into whether FIFA's ticketing methodologies breached state consumer protection statutes.

Regulatory authorities have issued subpoenas to the Zurich-based organisation requiring detailed disclosures on several ticketing mechanisms. The inquiry focuses on FIFA's implementation of dynamic "variable pricing" frameworks that escalated ticket costs across the majority of fixtures, alongside reconfigured stadium seating layouts that ticketholders argue involuntarily shifted their accommodations far from the field of play.
The state law enforcement executives, collaborating alongside the New York City Department of Consumer and Worker Protection, indicated that their joint oversight is concentrated primarily on sales activities tied to matches scheduled at MetLife Stadium in East Rutherford, New Jersey.
"New Yorkers have been waiting years for the World Cup to come to their backyard, and they deserve a fair shot at affordable tickets," New York Attorney General Letitia James said. "No one should be manipulated into paying sky-high prices for seats, and fans should be able to trust that the tickets they purchase will be the ones they receive."

New Jersey Attorney General Jennifer Davenport accused the international sports federation of transforming the purchase process "into a gauntlet of confusion, fake scarcity, and impossibly high prices." Davenport noted that while hosting the tournament is a distinct honour for New Jersey, "the event is not an invitation to exploit our residents and visitors."
A spokesperson for FIFA declined to comment on the active investigation.
Tournament Logistics and Inflated Valuations
The 2026 World Cup is scheduled to commence on June 11 with inaugural fixtures in Mexico City and Guadalajara, Mexico. The opening match at the approximately 82,000-seat MetLife Stadium—which has been temporarily designated as New York New Jersey Stadium under tournament guidelines—features a June 13 matchup between Brazil and Morocco.
The financial barriers to entry have drawn widespread public criticism, with individual tickets for the July 19 championship final commanding figures as high as $33,000 on secondary markets.

In response to the pricing pressures, New York City Mayor Zohran Mamdani announced last week that an allocation of 1,000 tickets would be distributed to municipal residents through a specialised lottery system. The initiative will provide roughly 150 tickets per MetLife Stadium fixture, excluding the final, at a fixed cost of $50 each.
Prior to the current controversy, FIFA had designated a selective tier of $60 tickets for each match across the tournament schedule, dispersing those specific options through the individual national soccer federations of the participating countries.
