Every time we board an aircraft, there are many things we take for granted. We show our passport, pass through security, put our bags through scanners, follow instructions from airport staff and take our seats. For most passengers, these have become routine parts of air travel. But behind these familiar procedures is a global aviation security system that has been continuously strengthened over decades.

Much of that effort took a new direction after the terrorist attacks of September 11, 2001, when four passenger aircraft were hijacked in the United States and used as weapons. The attacks killed 2,977 people and changed the way the world looked at aviation security.

Today, the International Civil Aviation Organisation (ICAO) says that remembering those who lost their lives also means ensuring that such an attack can never happen again.

The day aviation security changed forever

The September 11 attacks exposed a threat that the aviation industry and governments had not fully anticipated.

Until then, international aviation security rules had largely focused on threats such as aircraft hijacking and sabotage. Existing international agreements, including the Tokyo, The Hague and Montréal Conventions, provided legal frameworks to deal with such crimes. But 9/11 demonstrated that an aircraft itself could be deliberately turned into a weapon.

Within two weeks of the attacks, representatives from 169 countries met at ICAO headquarters in Montréal. They unanimously condemned the use of aircraft as weapons and called for urgent international cooperation to prevent terrorism against civil aviation.

That meeting became an important turning point in the development of modern aviation security.

New threats needed new laws

The world soon realised that simply strengthening airport screening would not be enough. Terrorist threats could involve people, aircraft, technology, financing and international networks. Countries therefore needed stronger laws and better ways to cooperate with one another.

This led to the development and adoption of the Beijing Convention and Beijing Protocol in 2010. These international legal instruments expanded the range of aviation-related acts that could be treated as serious crimes. They also addressed issues such as the use of aircraft to cause harm, biological and chemical threats, and the role of people who organise or finance such attacks. The agreements also strengthened international cooperation on investigation, extradition and prosecution.

Importantly, they began addressing a new reality: aviation was becoming increasingly dependent on technology, creating potential cyber vulnerabilities as well.

Security does not stop at the airport

For passengers, airport security is perhaps the most visible part of aviation protection. But the security system is much larger. ICAO and its member countries have developed global standards covering different aspects of aviation security. These standards help countries strengthen security at airports, onboard aircraft and across the wider aviation system.

ICAO also created a global security strategy to help countries identify priorities and improve their national aviation security systems. Another important step was the ICAO Universal Security Audit Programme, through which countries are assessed on how effectively they are implementing international aviation security standards.

The idea is simple, having a rule is not enough. It must actually work on the ground.

One weak link can affect everyone

Aviation is an international system. An aircraft may be registered in one country, operated by an airline from another, fly through several countries and carry passengers from many parts of the world. That means a security weakness in one part of the system can potentially affect others.

ICAO therefore stresses that international aviation security depends not only on global standards but also on every country having the ability and resources to implement them.

This remains a challenge. While many older international aviation security treaties have achieved widespread acceptance, fewer than one-third of ICAO member states have ratified the Beijing Convention and Protocol. Greater participation is important because criminals and terrorist organisations do not operate according to national borders.

What about the threats we face today?

The aviation security challenge has changed considerably since 2001. Terrorism remains a concern, but it is now only one part of a much wider security picture.

Cybersecurity has become increasingly important as airlines, airports, aircraft and air traffic systems rely on digital technology. A cyberattack can potentially disrupt operations even without anyone physically entering an airport or aircraft. Then there are drones.

Unmanned aircraft systems, commonly known as drones, have become inexpensive and widely available. While most drone users have legitimate purposes, their misuse around airports or against aircraft can create serious safety and security risks.

A drone in the wrong place at the wrong time can interfere with aircraft operations and potentially put passengers and crews at risk.

The inside threats

Aviation security also depends heavily on the people working within the system. Airport employees, airline personnel, contractors and other workers may have access to restricted areas or sensitive information. This makes insider threats another area that security authorities must continuously monitor.

The challenge is to protect aviation without making the system unnecessarily difficult for the thousands of legitimate employees who keep airports and airlines running every day.

It is a delicate balance: security must be strong, but aviation must continue to function efficiently.

Even navigation systems can face threats

Modern aircraft depend on highly sophisticated navigation and communication systems. But these systems can be affected by interference. Navigation signals can sometimes be disrupted or manipulated, creating operational challenges for aircraft and flight crews.

Conflict zones have added another layer of complexity. Airlines and regulators must constantly assess whether certain areas are safe for civilian aircraft and whether routes need to be changed. Supply chains are also part of the security conversation. Aviation depends on a huge network of manufacturers, technology providers, maintenance organisations and other suppliers. Protecting this network from security breaches is becoming increasingly important.

Passenger information can help prevent threats

Some aviation security measures are almost invisible to passengers. One example is the use of Advance Passenger Information (API) and Passenger Name Record (PNR) data.

In simple terms, these systems allow authorities to receive and analyse certain passenger information before or during travel. When properly used and protected, such data can help identify people who may pose security risks and support efforts to prevent terrorist travel.

These measures form part of a wider international system involving ICAO, governments and other United Nations organisations working together against terrorism and crime.

Technology can help but people remain essential

Technology is becoming an increasingly important part of aviation security. Artificial intelligence, data analysis, biometric systems, cybersecurity tools and advanced screening technologies can help security agencies identify potential threats more quickly. But technology alone cannot guarantee safety.

Countries need trained professionals, strong institutions, effective oversight and continuous investment. Security systems must also be regularly tested and updated because yesterday's solution may not be enough for tomorrow's threat.

This is why ICAO not only develops international standards but also audits countries and provides assistance and training where improvements are required.

Aviation safety is never “finished”

One of the most important lessons from the history of aviation security is that there is no permanent finish line. A security system can be highly effective today and still need to change tomorrow.

The threat landscape keeps moving. Criminals find new methods. Technology creates new opportunities as well as new vulnerabilities. Aircraft become more connected. Airports become more digital. Drones become more accessible. Global conflicts can create new risks for civilian aviation.

For regulators and the aviation industry, this means security cannot simply be treated as a checklist. Rules have to be reviewed. Old requirements may need to be removed or replaced. New risks have to be identified before they become major problems.

The passenger sees only a small part

When a passenger walks through an airport, they see security officers, scanners, passport checks and boarding gates. What they do not see is the enormous international network working behind those systems. Governments share information. Aviation authorities develop regulations. Airports implement security procedures. Airlines train employees. Technology companies develop new security tools. International organisations coordinate standards. All these pieces have to work together.

A failure in one area can create problems elsewhere. Conversely, strong cooperation can make the entire system safer.

A safer future for every passenger

ICAO's long-term vision is ambitious: an aviation system where unlawful acts of interference do not result in fatalities. That ambition comes alongside another major goal of ensuring that air transport remains accessible to people around the world while becoming more sustainable.

The number of people travelling by air is expected to continue growing. More aircraft will enter service, more airports will expand, and more passengers will cross international borders. That growth makes aviation security even more important.

The objective is not to make passengers afraid of flying. It is precisely the opposite.

Aviation security works best when it allows people to travel with confidence, knowing that governments, airlines, airports and international organisations are constantly working to identify and reduce risks.

Remembering 9/11 by protecting tomorrow's travellers

The September 11 attacks changed aviation forever.

The world responded with new laws, stronger international cooperation, tighter security standards and new ways of sharing information. Much has been achieved since then, but the work is far from over.

The threats facing aviation today may look very different from those of 2001. Cyberattacks, drones, insider threats, navigation interference, supply-chain vulnerabilities and conflict zones have all added new dimensions to aviation security.

But the fundamental lesson remains the same: aviation safety depends on constant vigilance and cooperation. For the millions of people who board aircraft every day, the most meaningful tribute to the victims of 9/11 is not simply to remember what happened.

It is to keep learning from it and to identify the next threat before it becomes a tragedy and to ensure that every passenger, wherever they come from and wherever they are travelling, can continue to look at the aircraft taking off and believe that they will reach their destination safely.
