Kerala LoP V D Satheesan urges PM Modi to rethink FCRA amendments, warning that minority institutions and charitable organisations could be left vulnerable.

Thiruvananthapuram: Kerala Assembly Leader of the Opposition V D Satheesan has urged the Central Government to withdraw the proposed amendments to the Foreign Contribution (Regulation) Act (FCRA), warning that the changes could leave minority institutions and charitable organisations in a vulnerable position.
In a letter to Prime Minister Narendra Modi, Satheesan expressed concern over provisions that would allow the government to assume control over assets of organisations if their FCRA licences are delayed or not renewed.
“Of specific concern is the provision that enables the central government to assume control over the assets of organisations in cases where licences are delayed in renewal or not renewed,” he wrote.
Impact on minority institutions
The Leader of the Opposition highlighted apprehensions among minority-run educational, healthcare, and social service institutions, noting that the amendments could impose additional administrative burdens and disrupt essential community work.

“Minority institutions, which have historically played a significant role in education, healthcare, and social services, are particularly anxious about these developments,” Satheesan said.
He cautioned that the proposed changes might disproportionately affect the functioning of these organisations, potentially restricting their ability to provide vital services.
Call for government review
Satheesan urged the government to reconsider and review the FCRA amendments, ensuring that bona fide organisations are not adversely impacted while maintaining regulatory oversight.

“It is essential that legitimate social, charitable, and community-focused institutions continue to operate without fear of undue restrictions,” he added.
The FCRA amendments are currently under consideration in Parliament, with the government emphasising transparency and accountability in the utilisation of foreign funds.
