Kannur: The Kerala State Electricity Board (KSEB) has commenced the statewide installation of smart electricity meters. As part of the first phase, 1 lakh smart meters have arrived.

The initial rollout prioritises street lighting systems, local self-government institutions, and other government establishments. The smart meters are being distributed from KSEB’s Transformer and Meter Testing & Repairing (TMR) units, with the Kannur TMR unit receiving the first batch of 7,500 meters, covering Kasaragod, Kannur, Wayanad, and parts of Kozhikode districts.

The smart meters will first be installed at substation feeder points, high-tension lines, and transformers. Once the infrastructure-level implementation is complete, the project will move on to domestic consumers across the state.

This phased rollout follows a successful pilot project conducted in August and will now be expanded across all 776 section offices of KSEB throughout Kerala. The first phase is expected to be operational by the end of this month.

KSEB awarded the contracts for smart meter supply and installation through a competitive bidding process, with two private firms selected: Iskraemeco India Private Limited and Esyasoft Technologies.

Unlike the digital meters currently in use, the new smart meters come with embedded SIM cards and automated data reporting capabilities. This enables real-time monitoring without the need for physical meter reading. The data is automatically synced with KSEB's centralised electronic system.

Kerala chooses CapEx over TOTEX model

While most Indian states are implementing smart meters under the TOTEX (Total Expenditure) model, Kerala has opted for the CapEx (Capital Expenditure) model.

Under the TOTEX model, private contractors install, maintain, and even collect payments for electricity usage. In contrast, Kerala’s CapEx model ensures that both capital investment and revenue control remain with KSEB, preserving public ownership and oversight.

  • Just like recharging a mobile SIM card, users can prepay for electricity usage.
  • Allows statewide tracking of electricity consumption in real time.
  • Supports load control with automated alerts and disconnection in case of grid overload.
  • Users receive alerts for high usage, faults, or connection issues, enhancing transparency and reliability.
