Kerala’s election authorities mark over 1.2 lakh voters as “untraceable” in the latest Special Intensive Revision of the electoral roll.

Thiruvananthapuram: Voters who cannot be traced even after BLOs (Booth Level Officers) visit their homes three times will be excluded during the Special Intensive Revision (SIR) of the electoral roll. The list of such voters, classified as “untraceable”, will be published booth-wise on the Election Commission’s website, at Electoral Registration Offices (EROs), and also provided to representatives of political parties.
Chief Electoral Officer Dr Rathan U Kelkar explained after a meeting with political party representatives that BLOs will finalise the list after discussing the details of these voters with Booth Level Agents appointed by political parties. If these individuals are found, an enumeration form will be filled out and they will be added back to the list. There will be another opportunity to include them even after the draft roll is published.
The “untraceable” category includes those who have died, permanently shifted residence, registered elsewhere or are absent for other reasons. Of the 28 lakh forms digitised, more than 1.20 lakh voters were identified under this category. Among them, 66,740 are deceased. A total of 6,032 have voter registration in another place, and 37,835 have permanently moved.
Although the schedule sets December 4 as the deadline for submitting completed enumeration forms, officials are now requesting submission by Tuesday. The remaining days will be used to add and verify the excluded voters. All those who submit completed forms will be included in the draft electoral roll to be released on December 9. EROs will call applicants for document verification only if necessary.
Facilitators for assistance
Collectors have been instructed to appoint facilitators — including Kudumbashree workers — to assist BLOs. Kelkar said the proposal to include KSRTC conductors as facilitators is also under consideration.
Political parties requested that the enumeration form’s column for relatives listed in the 2002 electoral roll should include siblings as well, in addition to father, mother, grandfather and grandmother.
