Thiruvananthapuram: To tackle illegal dumping of waste, the Kerala Government will amend the existing rules to allow authorities to levy heavy penalties and impose jail terms. 

The government has prepared a draft bill to amend the 'Kerala Municipality Act'. The amendment bill will be introduced in the next sitting of the state assembly.

The bill recommends increasing the fine from Rs 250 to Rs 5000 and a maximum of Rs 50,000. Further, a trial proceeding and jail term for those found guilty and who refuse to pay fines.  

Further, the amendments also provide more power to the Municipal secretary over waste disposal and management. In case of lapses, action will be taken against the concerned officials, including withholding salaries. 

The draft bill also recommends restricting municipality services to those failing to pay user fees to Haritha Karma Sena for collecting non-biodegradable waste from houses and establishments. 

Once the Municipal Act is amended, the government will also examine the possibility of adopting changes in the Kerala Panchayat Raj. In addition to this, the draft bill also recommends restricting the elected representatives from voicing their protest against implementing waste management plants in their area.
