Thrissur: The Motor Vehicles Department (MVD) has updated its rules to streamline the process for changing addresses on driving licences issued from other states.

However, the address change is possible only if the applicant drives the vehicle as per department instructions.

The move comes in response to a growing trend where residents of Kerala obtain driving licences from other states, where it is reportedly easier to get one. The MVD has tightened the requirements for changing the address on such licences to curb this practice.

While the law grants MVD inspectors the discretion to decide whether a road test is necessary, most inspectors opt for conducting the test. This is primarily due to their unwillingness to take sole responsibility for the applicant’s driving skills without verification.

Previously, applicants renewing a licence from another state in Kerala did not need to undergo a road test, provided the licence was still valid. However, the new regulation has imposed stricter controls, even for renewals. The Motor Vehicles Act allows citizens to obtain a driving licence from any state in India, with uniform criteria applied across the country.
