Thiruvananthapuram: CPM state secretary MV Govindan will resign from his post as minister. He has been directed to examine the files in the minister’s office as soon as possible. The CPM state secretariat to be convened on Friday will decide on the new minister. He has taken charge as the CPM state secretary following the resignation of Kodiyeri Balakrishnan. 

MV Govindan has planned to roll out two major reforms in the department of local self government, which are public self government service and general transfers of employees for improving efficiency of the department. The bill for public self government service will be introduced in the Assembly on Wednesday. Govindan had directed to transfer the staff, who have completed a term of three years of service in the current office. An order facilitating the transfers will be released within two days. MV Govindan will wind up all official duties by Friday. 

Meanwhile, the state committee meeting held the other day had entrusted the state secretariat to look upon the decision of cabinet reshuffle. However, the responses of the leaders hint that no major reorganisation will be initiated this time. The excise and local self government departments under MV Govindan may get divided and alloted to the existing cabinet ministers. 

Major revamp is expected only if V Sivankutty resigns from the minister’s post. If he resigns, Sivankutty is likely to be chosen as the CPM district secretary in Thiruvananthapuram. Though speculations to bestow a minister’s office to KK Shailaja intensified in the party, the leaders denied this.
