Thiruvananthapuram: The rules for starting wine production centres in the state have been released. This financial year’s liquor policy had permitted the production of wine from fruits. The new rules were released by the Excise Department based on this. The rules made by the Excise Department will be reviewed by the Law Department and will come into effect after the recognition by the Kerala State GST Department.
The wine bottling license fee is Rs 5,000 as per the new rules. The license will be granted for three years. The annual fee is Rs 50,000. According to the rules drafted by the Excise Department, a person who would like to start a wine production centre will have to sign a contract with the department. The contract must be signed within 10 days from the date of receiving the notice stating the approval of the license. Otherwise, the license will be cancelled and the fee paid will not be reimbursed.
The rule also states that the wine production centres and the related assets should be leveraged with the government. This gives the government the upper hand to advance with attachment if necessary. Documents regarding the details of the building where the wine production centres are to be set up, the raw materials used for wine production, their availability, technical details, economic status of the person applying etc, should be submitted to get the licence.
The Excise Department will form a committee which will review the applications.
