
Thiruvananthapuram: The Motor Vehicles Department (MVD) is moving ahead with a phased implementation plan aimed at enhancing child safety in cars and two-wheelers. This initiative comes in response to growing concerns about the safety of young passengers on the road.
Phase 1: Awareness Campaign
The first phase will involve a month-long awareness campaign on MVD's social media platforms throughout October 2024. This campaign will educate the public about the importance of child safety measures in vehicles.
Phase 2: Stopping and Warning
In November 2024, the MVD will enter the second phase, which will focus on stopping and warning drivers who do not comply with the new regulations. This phase is intended to prepare drivers for the upcoming enforcement measures.
Phase 3: Enforcement with Penalties
Beginning in December 2024, the MVD will enforce the new rules with penalties for non-compliance. Notably, if an accident occurs that endangers a child, the driver of the vehicle—whether a car or a two-wheeler—will be held entirely responsible.
Key child safety regulations
1. Children below 4 years: A mandatory child restraint system (CRS) must be installed in the rear seat of the car. Infants require a specific type of CRS, and it is essential to use age-appropriate systems.
2. Children aged 4 to 14 years: Children who are above 4 years old but below 14 years and under 135 cm (4 feet, 5 inches) in height must be seated on a child booster cushion with the safety belt buckled. This must also take place in the rear seat.
3. Selecting the appropriate safety mechanism: The choice between a child restraint system (child seat) and a child booster cushion depends on the child’s size and height in relation to the seat belt anchorage points. While age serves as a general guideline, it is the driver's responsibility to ensure the proper safety measures are utilised.
Child Safety on Two-Wheelers
4. Helmet requirement: For two-wheelers, wearing a child helmet is mandatory for kids over 4 years of age.
5. Safety belt harness: Although not mandatory, it is highly recommended to use a safety belt harness that secures the child to the rider (preferably a parent), especially since many children tend to fall asleep while riding.
The MVD is encouraging all drivers to comply with these new regulations to ensure the safety and well-being of children on the road.
