A dispute over irrigation water in a Uttarakhand village spiralled into a brutal mob attack, leaving a local BJP functionary dead, several family members injured, and an entire region on edge.

The killing of 44-year-old Vinod Kumar in Dehradun district's Bairagiwala village has quickly evolved from a local criminal case into a politically charged flashpoint, triggering protests by Hindu organisations, bulldozer action by authorities and a massive police deployment.

Investigators say the violence began with a quarrel between neighbours over access to irrigation water. Within minutes, however, the disagreement allegedly escalated into a coordinated assault involving dozens of people armed with hammers, sticks and farming tools.

Police have so far arrested four suspects, while efforts are underway to trace others named in the case.

What exactly happened in Bairagiwala village?

According to police, Vinod Kumar got into an argument with Imtiaz, a resident of the same village, on Saturday evening over irrigating agricultural land.

Officials said tensions between the two sides had been building for days over the sharing of water. The confrontation allegedly took a violent turn when more than 40 people descended on Kumar's home between 6 pm and 6.30 pm.

Armed with lathis, wooden planks, shovels and hammers, the group allegedly attacked members of the household. Kumar suffered fatal head injuries after being struck with a hammer, police said.

His brothers, Ashok and Rajesh, along with sister-in-law Sushma, also sustained serious injuries. Villagers rushed them to Lehman Hospital, where doctors declared Vinod Kumar dead.

The attack stunned residents and rapidly heightened tensions across the area.

Why did bulldozers and protests follow the killing?

The murder sparked outrage among local residents and Hindu right-wing organisations, who accused authorities of acting too slowly against those responsible.

Road blockades were reported as angry villagers demanded swift justice. A heavy police presence was deployed overnight to prevent the situation from spiralling further.

On Sunday, protesters gathered in Bairagiwala and raised demands for stringent action against the accused. Amid the growing pressure, authorities demolished structures described as illegal constructions linked to one of the suspects, including a shop and a boundary wall.

The demolition, however, failed to calm tempers.

Some protesters insisted that residential properties of the accused should also be razed. The crowd later vandalised the house of one of the suspects and pelted stones, forcing security personnel to intervene.

Who has been arrested and what charges have been filed?

Based on a complaint lodged by Vinod Kumar's brother Ashok, Sahaspur police registered a case under multiple provisions of the Bharatiya Nyaya Sanhita.

The FIR invokes charges including murder, attempt to murder, rioting and joint criminal liability.

Twelve people have been named in the complaint: Razzaq, Imtiaz, Aman, Yunus, Shahbaz, Sharafat Ali, Masoom, Adil, Shamoon, Salman, Javed, and Intezar. The complaint also refers to 30 to 40 unidentified people allegedly involved in the assault.

Senior Superintendent of Police Pramendra Singh Dobal said special teams launched raids immediately after the incident.

Four accused- Razzaq, Salman, Javed and Shahbaz, all residents of Bairagiwala village — have been arrested so far. Police say efforts are continuing to apprehend the remaining suspects.

Meanwhile, Vikasnagar MLA Munna Singh Chauhan described Vinod Kumar as a committed BJP worker and assured residents that those responsible would face the full force of the law.

Chief Minister Pushkar Singh Dhami condemned the killing and said any attempt to disturb Uttarakhand's peace and communal harmony would be dealt with firmly. He warned that those challenging the law would face exemplary punishment.

“Jihadi and violent mindset attempting to disrupt the peace and social harmony of Uttarakhand would not be tolerated under any circumstances,” he said.
