New Delhi: A high-level all-party meeting on Sunday laid the groundwork for a politically charged Winter Session of Parliament beginning December 1, with opposition parties preparing to raise the Special Intensive Revision (SIR) of electoral rolls, income and equality issues, the Delhi blast, pollution and foreign policy concerns. The meeting, chaired by Defence Minister Rajnath Singh, drew 50 leaders from 36 political parties.

What was discussed at the all-party meeting?

Union Parliamentary Affairs Minister Kiren Rijiju confirmed that the government is prepared for a “constructive and productive” session running from December 1 to December 19. He said the meeting was “very good and very productive” and that all suggestions from parties would be placed before the Business Advisory Committees (BAC) of both Houses.

Opposition parties, however, used the platform to flag a long list of issues they intend to push on the floor of Parliament.

What issues will the Opposition raise?

Concerns over income, equality and SIR process

RJD MP Manoj Kumar criticised what he called “fictional” political discussions and said critical public concerns were being ignored.

“Most of the political discussions are fictional, even during the elections, while the basic issues of the public are being ignored,” he said, adding that income and equality must be central to debate.

He said the SIR process required a detailed discussion, noting: “If we had not appealed to the Supreme Court, the relief the public received in terms of documents would not have been possible.”

Delhi blast, pollution and foreign policy

Congress MP Pramod Tiwari highlighted multiple concerns—from the Delhi blast to pollution and foreign policy.

“The SIR was conducted across the entire state in a very short span of time, which is impossible. Blasts have occurred in the capital. Prime Minister Modi's foreign policies are completely lost,” he said.

Opposition flags pressure on BLOs, alleged vote theft

Shiv Sena (UBT) MP Priyanka Chaturvedi said she expects a productive session but pointed to alleged pressure on Booth Level Officers and deaths during the SIR process.

“The process has become inhumane and insensitive, raising many questions,” she said, while also citing allegations related to Aaditya Thackeray’s vote theft and concerns raised by Rahul Gandhi.

CPI to demand debate on Election Commission

CPI MP P Sandosh Kumar said the party will push for a discussion on the functioning of the Election Commission. He expressed limited confidence in the meeting’s outcomes.

“The Election Commission is a constitutional authority, but the parliament also has every right to discuss its functioning,” he said, adding that political parties’ suggestions were being routinely dismissed.

Congress reiterates SIR as key concern

Congress MP Tanuj Punia said the party’s main focus remains alleged irregularities in the SIR.

“Our biggest concern right now is the way fake voters are being added during the SIR while genuine voters are being removed,” he said.

How has the government responded?

Rijiju said the government is ready to listen to the opposition and emphasised that Parliament “belongs to everyone”.

“No one said that Parliament will not function or will not let it function,” he noted, urging all parties not to disrupt proceedings.

He appealed for cooperation, stating: “Despite these differences, if we all decide not to disturb the House, whatever opposition we want to raise, we should do so by speaking in the House.”
