Jammu and Kashmir will remain the prime target, but the ISI has also ordered activation of sleeper cells across the country to enable pan-India strikes, an official said.

New Delhi: Indian intelligence agencies have warned of an imminent surge in Pakistan-backed terror activity, with the ISI preparing several coordinated operations aimed at stretching India’s security apparatus across physical and digital fronts.
According to IANS, citing an Intelligence Bureau official, the threat matrix is expanding rapidly. The idea, the official said, is to keep the Indian agencies busy both on the ground as well as on the digital space, adding that security mechanisms must be ready for a multi-front battle.
ISI pushes LeT–JeM joint operations
Following Operation Sindoor, the ISI has directed Lashkar-e-Taiba (LeT) and Jaish-e-Mohammed (JeM) to function as a unified force.
While the groups will retain their individual identities, their upcoming operations will be coordinated. Many attacks are being planned in a manner in which operatives of both terror groups would operate as one unit, the official said.
Jammu and Kashmir will remain the prime target, but the ISI has also ordered activation of sleeper cells across the country to enable pan-India strikes, an official said.
Pan-India modules, cyber warfare ramped up
Intelligence inputs indicate that Pakistan has significantly reinforced cyber units tasked with executing online attacks. This includes honey-trap operations, cyber fraud, and large-scale propaganda pushes.
Officials also expect a sharp rise in disinformation campaigns. JeM modules are reportedly being reactivated in several states, particularly Uttar Pradesh and Maharashtra, with efforts underway to mobilise networks capable of targeting religious sites.
Agencies have specifically flagged a potential JeM operation in Nagpur, prompting local police to be placed on very high alert.
The intention, officials warn, is to create fear and trigger communal violence, which terror outfits have historically exploited for recruitment.
Despite provocative statements by Pakistan Army Chief Asim Munir, intelligence officials assess that Pakistan is aware it cannot win a conventional war with India.
However, the ISI continues to engineer terror plots. The primary goal, officers say, is to destabilise India internally.
Communal tensions remain a key tool in this strategy. Such violence not only disrupts internal security but also helps terror outfits recruit, as seen in past incidents.
Terror leadership meeting in Bahawalpur
Recently, cadres and leaders of LeT and JeM met in Bahawalpur to plan their next phase of operations. At the ISI’s direction, both organisations agreed to function under a single command structure and expand their focus beyond Jammu and Kashmir.
The groups decided to set up more modules similar to the Faridabad cell, enabling countrywide strikes. The session also resolved to activate terror launch pads in Rawalot to push infiltration into Jammu and Kashmir.
